I read the question correctly and voted No (I/O).

Yes, of course it should be.  Assault is never justified.

If properly done, corporal punishment is not assault.

I think corporal punishment should be allowed, but that in the public schools it should be permitted only with parental approval.

That's the problem with corporal punishment in public schools IMO. It would lead to standards of punishment-one for students' whose parents approve corporal punishment and one for students who don't.
