There's no reason that they shouldn't go for a 7-1 map (unless they think that an 8-0 map isn't crazy). Make one district be around 65% McCain. The panhandle together with parts of the pennisula would work. The rest of the state can be safely made into 7 safe Democratic districts, with the required number being black majority.
