I need to decide how to arrange the tribes first.  I also might go with twelve initial tribes of 17 if no one finds someone I left off, since that would allow me to evenly divide the 204 survivors,
That seems logical.  You could make each of the twelve tribes representative of a different time period, for example,. the first tribe consisting of only candidates recieving electoral votes in 1789.

I disagree: you don't want to have as many elections as in RL: that wouldn't be very original.
No, I mean within his 12 tribes system.  1789 would stand alone because of how many candidates received electoral votes.  The last tribe would be composed of candidates going all the way back to the election of 1980.
