When we get through SC 25 and solar activity starts to slow down again, the PDO and AMO are together in a negative regime and the globe cools down a bit, maybe all the carbon tax threats will die down.

The only way I would go along with this is if we substitute it for something else, like the income tax

I think he was only ruling it out in the context of a solution to the fiscal cliff, which is sensible.  A carbon tax is sufficiently controversial that the only way I can see one being enacted during Obama's watch is as a dollar-for-dollar substitute for other taxes, not as a way to increase government revenues.
