I personally think that some areas of Wales do have a genuinely separate cultural (I'm less sure politically) identity to England; however, I'm equally sure that for much of Wales, the chief difference with England is that they support the Welsh Rugby team (and, in places such as the Welsh valleys, have strong disagreements over the direction of government policy, but then, that is also true for some parts of England).

Basically, Wales has very little in the way of a separate civic identity to England, and even its clearly distinct cultural identity is only strong in a few areas. Thus, I do not consider much of Wales to be truly distinguishable as a nation from England.

In the 2011 census Welsh was for the first time included as a national identity. 66% of respondents in Wales checked that box, 56% chose Welsh as their sole national identity, while the rest chose British and Welsh.

21% of the Welsh population is born in England, so the vast majority among those born in Wales gave Welsh as their nationality.

I guess they have their own culture to some degree, but in my eyes it's pretty much a subset of England.

Because its not particularly relevant since they have officially been declared a country, even though they are not a state. Nation is more debatable.

If you believe they are significantly different from England (=a nation), there is little reason not to think of them as a country (unless you think country=State, but there are lots of non-state autonomous countries in Europe).
