Detroit is a larger city than Baltimore. It certainly has more than enough ability to host a convention, and hosted the GOP convention in 1980.

Detroit definitely could handle it, and they have a beautiful new stadium that will host the 2006 Super Bowl, Ford Field. As for the idea that it is "fading"...well, maybe, but the downtown at least is getting better. The city is losing population, but is turning the corner a bit now in terms of being a better city in terms of having more amenities in the downtown area.
