FDR is a very good candidate and keeps it much closer than previous Democratic nominees since 1920, but still falls short to win back the presidency for his party.

President Herbert C. Hoover (R-CA)/Vice President Charles Curtis (R-KS): 294 EV. (51.75%)
Governor Franklin Delano Roosevelt (D-NY)/Speaker John Nance Garner (D-TX): 237 EV. (46.86%)

Prohibition would still be hanging around Hoover's neck and he didn't do much to ingratiate himself with the Party elite (one Hughes-Johnson esque step with William Borah could cost the still populist Idaho for example), meanwhile FDR was pretty darn popular and decidedly NOT Catholic.

FDR/Garner: 300 EV, 49% pv
Hoover/Curtis: 231 EV, 47% pv

FDR is a gifted campaigner who makes eloquent use of radio, but he fails to find a message that can convince a majority of the public that a change from Hoover is necessary.

I don't think Roosevelt would have ran without the Depression...would've bided his time until an open seat race in '36.
