Virginia has the strictest ballot access requirement in the country -- 10,000 signatures, with 400 minimum from each Congressional district. I don't think any other state tops 5,000 signatures.

Both Perry and Gingrich submitted over 11,000 signatures. How many total did Paul and Romney submit?

According to Ballot Access News, Romney submitted 16,026, while Paul submitted 14,361.

I don't know why the Republican Party didn't just collect signatures for all the "serious" candidates. The Democrats did that in 2008, which is why everyone but Gravel was on the ballot.

Is there an option for Uncommited? Maybe the remaining candidates can tell to their supporters to vote for that.

No, Virginia doesn't allow for that or for write-ins in primaries.
