On balance, he's a Freedom Fighter.

If he doesn't retire, though, I'd have to move him to HP in my book because its time for some fresh blood in Utah.

He seriously needs to retire, he broke his original three-term promise long ago, he's not that useful for Utah itself (unlike some other ridiculously long-serving senators in other states), and he just keeps breaking new promises to retire every six years, like clockwork.

Frankly, I would be extremely happy if he retired and Romney took over.

Meh, my decision is actually torn between his decisions of whether to run or not to run.
If he steps aside, tilt FF.
If he heads towards being a lifer, lean HP.

He's been in office for 40 years. Tom Cotton wasn't even born when he first became a Senator. How is he not already a lifer?

He's been in office for 40 years. Tom Cotton wasn't even born when he first became a Senator. How is he not already a lifer?
His junior senator was only five when Hatch entered office, and if he serves another term, he'll have served nearly three times the length his original opponent (who he attacked as being in Washington for too long) served.
