Consequences of the map

This moves Virginia from 8-3 Rep to between 7-4 Rep and 7-4 Dem

Although Bobby Scott could use a few more safe areas too.

Any thoughts?

Also, if I could get Hanover and Goochland into CD08 from CD06, and move something to CD06, I think CD06 becomes a tossup.

I would just make some minor changes:

Shift Portsmouth from VA-03 into VA-04, while shifting Chesterfield county from VA-04 to VA-03. 

This makes VA-04 about 50%/50% between Bush and Kerry and about 55%/45% in favor of Jim Webb.  This district would be one of the most evenly divided in the country. 

VA-03 would now be 59%/41% for Kerry and 64%/36% for Webb.

Shift some Alexandria precincts between from VA-08 into VA-10 while moving some of the more outer precincts of Arlington county into VA-08 from VA-10. 

This makes VA-10 another 50%/50% Bush/Kerry district and about 55%/45% in favor of Webb.

VA-08 becomes 59%/41% Kerry and 63%/37% Webb.
