I think he means that our weapons are at least for the most part built by companies that they buy the weapons from. Though, I'm quite sure the military produces some of their own weapons(like nukes, for instance).

True.  What the government also does is it has the ability to decide who the defense manufacturers are allowed to sell to.  Thus there is some oversight to make it less likely for high tech weapontry to fall into the hands of terrorists or nations which harbor a degree of hostility toward us.

I don't even like the idea of selling F-15s to the milltary dictatorship in Pakistan; I would consider the PRC to be out of the question.

Exactly.  That scumbag sold weapons to the Chinese in return for campaign contributions.  And liberals keep whining about Iran-Contra.  Iran-Contra involved selling outdated weapon to Iran, which were used against Iraq, and using the profits to fund anti-communist fighters in Central America.  Clinton's shenanigans involved selling up-to-date nuclear technology to the Chinese in return for campaign contributions.  Only a liberal would judge Iran-Contra to be worse.
