Access to credit still is a hindrance to small business, though not as much as in 2009.  This is as much symptom as cause of small businesses' troubles - lending institutions aren't likely to lend when they see the large proportion of small businesses that can't succeed given low consumer spending, labor and start-up costs, etc.
