Obama should issue another executive order.

There's not one he can realistically issue.  The Democrats got upset with Nixon non spending monies that had been budgets and passed a law that basically makes it illegal to not spend money that has been budgeted unless it is impossible to do so.  At most he could issue an order tightening up the standards for distributing arms to local police armies, but there's not anything he can do to stop the process without Congress letting him.

That wasn't meant to be serious...Tongue
