You don't *start* a federal investigation in the election year for a given candidate. Election year investigations lack proper justice because there is a risk of the department doing what is politically best rather than legally best.

*The emails investigation started in the year before the election and so doesn't count under this rule.

**aside from murders and other yuge things. But campaign finance is more of a "who cares" area.

Indeed. Foreign donations are not just a campaign finance issue that can be dismissed.
