Constitutional monarchy, unicameral legislature with half of the seats elected through proportional representation, and half of the seats being FPTP. Voting would be compulsory. Registration would be automatic upon reaching the voting age of 16.
A very limited, but clear, charter of rights, focused mainly on personal freedoms so as to infringe on the government's ability to intervene in the economy as little as possible. Failing that I would just prefer near-total parliamentary supremacy.
A certain percentage of profits from the rich natural resources of the nation would be distributed equally to all citizens.
Neutrality in most international affairs, with a very limited defensive force, but two years of national service in some form or another required from all natural born citizens.
But the question is really broad for such a small nation. Any policies we all come up with would probably be too grand in scale.
