New Northeast Minimum Wage Act:

1.   The hourly minimum wage in the Northeast is $6.75. This wage will be raised to $7.50 an hour.
     a.   Companies with an annual turnover less than $ 1 million are required to pay a minimum wage of $7.25 an hour.
     b.   The Northeast government is also required to pay a minimum wage of $7.25 an hour.
2.   The new minimum wage will go in effect on September 1st, 2013.

In each of the past two elections, the Northeast has had too few candidates on the ballot to fill all the seats in Assembly. I think the only way to address this problem without throttling activity is to implement a sliding-scale system like the one in the Mideast.

Section 2.

2. The money in Section 2 Part 1 shall be used by the state for infrastructure improvements, including but not limited to, roads, highways, bridges, tunnels, walkways, sidewalks, subway, railroad, monorail, airports and seaports.
3. States may distribute money to municipalities but it must be used in the manner specified by Section 2 Part 2 of the NSA Act.
4. The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law.

Section 3.

2. The money appropriated in Section 3 Part 1 and Part 2 shall be used for job training programs. The programs will be open to citizens who show evidence, as defined by the Department of Labor, of trying to relocate or securing a job in the Northeast. States may charge non-Northeast residents a fee of no more than $100 to partake in the job training program. Northeast residents may not be charged for the program.
3. The state department of Labor, or relevant department,  will work with non-profits, municipalities, and local businesses to define these programs based on the needs of the job market in that area.
4. Each state shall open at least one job training center, if one does not already exist, in every city with a population over 250,000. States are free to use other organization's space with that organization's explicit permission.
5. The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law.

Section 4.

1. This bill may not be renewed by the Assembly. It is meant as a one-time stimulus for the economy. Once the money is gone, the program is over.

The Northeast War on Joblessness Act

1. In cases where Northeastern unemployment raises above 9.5%, the region will create new employment opportunities for those who are without work.
2. These employment opportunities shall come in the form of public works or employment placement programs.
3. Companies that sign up for Employment Placement programs are given a regional tax cut for every 50 employees hired through the program.
4. The estimated public works programs may include but are not limited to: Road work, maintenance of public buildings, or any other job which the Northeast government deems worthy of public funds.
5. The Regional Government shall pay no less than the Federal minimum wage to any worker hired for public works programs.

Free Enterprise Zones Act

1. Upon the request of a municipal administration, or the petition of 10% of a municipality's registered voters, a referendum may be held on the next municipal or regional election day to declare said municipality a "Free Enterprise Zone."

2. a. Upon a majority of voters voting "yes" on the referendum, the municipality shall be designated a "Free Enterprise Zone."

b. The Northeast Region must respect the results of all such referenda.

3. "Free Enterprise Zones" shall be assessed no regional taxes, be exempt from all regional regulations, and receive no funds from the Region.

4. a. The Governor shall nominate and the Assembly shall approve an independent Auditor General to oversee each Free Enterprise Zones.

b. The Auditor General shall be empowered to assess fines to entities within Free Enterprize Zones which cause permanent environmental damage to the surrounding area, equal to the value of the damage caused.

c. The Auditor General shall be empowered to revoke the Free Enterprise Zone status of a municipality if it is found that the public or private services provided within the Zone are significantly and pervasively deficient or discriminatory, compared to the status of public services prior to the establishment of the Free Enterprise Zone.

d. All decisions of the Auditor General may be appealed through the courts and shall be treated as civil cases.

e. Municipalities having their Free Enterprise Zone status revoked by the Auditor General may restore their status via a referendum as outlined in sections 1 and 2, but a two-thirds majority in the affirmative is required.  After a period of 5 years, a municipality may restore its Free Enterprise Zone status via the normal procedure.

5. a. Upon the request of a municipal administration, or the petition of 10% of a municipality's registered voters, a referendum may be held within four weeks on removing the municipality's "Free Enterprise Zone" designation. Upon a majority of voters voting "yes" in this referendum, the municipalities "Free Enterprise Zone" status shall be revoked.

b. Upon the request of a municipal administration, or the petition of 10% of a municipality's registered voters, a referendum may be held on recalling the Auditor General. Upon a majority of voters voting "yes" in this referendum, the Auditor General shall be removed from his or her position.

2. In order to be eligible for the tax cut, those businesses must also meet all municipal, state and regional regulations.
3. Any business receiving a failing grade from a municipal agency charged with health inspections shall not be eligible for the tax cut.

SECTION 5.

1. The Department of Agriculture shall implement this bill within 6 months of the date of this bill's passage by the legislature.

3.   The money in Section 4 Part 1 shall be used by the state for education, including libraries and public learning, related expenditures including scholarships and grants for students in addition to public libraries.
4.   States may distribute money to municipalities but it must be used in the manner specified by Section 4 Part 3 of the Governor’s Large Package Act.
5.   The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law. 

Section 5: (15%)

5.   The Chief Judicial Officer of the Northeast shall have the power to bring suit against states or municipalities that use the money contrary in the manner specified by law. 

Section 6: (30%)

1.   $2,757,600,000 is hereby appropriated for Section 6 of this Act.
2.   The money appropriated in Section 6 Part 1 of this act shall be used to reduce the regional sales tax to 1.828% until the appropriated funds run out –then the rate shall return to 2%.

Section 7:
1.   This bill may not be renewed by the Assembly. It is meant as a one-time stimulus for the economy. Once the money is gone, the program is over.
