this is one seat that i expect will flip. Republicans have been gaining a lot of ground here in recent years. They picked up a senate seat in 2004, governorship in 2007, and the katrina effect has made LA more Republican than it's ever been.

But this'll be the last year of the Katrina effect in my mind.

No, the Katrina effect is going to be around for a long time.  I'm not sure if New Orleans' Democratic turnout will ever be what it was before.
