Romney arguably had more credibility in 2008, so him.
Romney would have been a disaster once the market collapsed. I think Lisa Murkowski might have been a good nominee. The conservative base is going to vote for the nominee at the end of the day, just like they did in 2012.

Why Romney, specifically?
His wealth would make people much more uncomfortable than it did in 2012, and gaffes like "I'm not concerned about the very poor" and the 47% debacle could further sink McCain against a more energetic Obama.
