Perhaps think of it this way: He's trying to make the stake look more competitive than it is to give him a boost. Secondly, Iowa's a bit different demographically than the other swing states, so depending on McCain's message, he might guess that perhaps "Obama isn't American enough" might play better in the heartland than in Denver suburbs.. for example. So perhaps he's trying to give himself another out in case he can gain traction in certain demographics.
But with ethanol subsidies and Obama's insane field oganization (built up over the course of two years to mine every vote out of every high school, neighborhood, and so on), and McCain's lack of organizational depth in the state... it's a puzzler. Why he can't just run a few cheap ads to look competitive is beyond me...campaign time is a serious indicator usually at this point in the race.
