Are we certain that clause 5 can adequately fund this bill?

I echo Senator Tmth's concerns, and we should probably stall this until we get a good estimate of what it costs and how much is raked in via the increase in Social Security premiums.

This is a vital reform but let's get a clearer idea of numbers

Another uncontroversial bill. Can we fast track this one once we get those numbers?

I can waive the bs, and then if need to not start the vote until Sirnick gets back with the information.

I as UC to waive the minimum debate and cloture requirement, Senators have 24 hours to object.

Sirnick needs more time to do accurate numbers, so I object to your motion Yankee.

So without the independent budget having been completed. Is it feasible to even attain a cost report in the near future?

There is no Social Security premium tax at 6.5% (the Social Security tax, now the Elderly Insurance tax, is a progressive rate) so that part at least will have to be changed.

Is "withdrawal from the workforce" inherent in the definition of "primary carer"?

Someone a bit more fluent in Atlasian Social Security and Healthcare is going to have to help with funding, but we should begin by striking the funding part of the bill for the moment being.

If not, we would need to reword the bill. It is currently ambiguous.

I would recommend Shua.

Is "withdrawal from the workforce" inherent in the definition of "primary carer"?

I PMed, Maxwell, Nappy and Polnut directly. Nappy because he is the sponsor, Polnut because he wrote and Maxwell because his objection prevents a final vote should a collective decision be made to give it up. Therefore all three should be participating in the debate.

Our biggest hindrence is that we failed to complete the independent budget for the SSA and so both this and the second mental Health bill are going to have severe problems determinining costs and funding.

As for your question, Polnut would be best positioned to answer. I would recommend PMing him directly about that question since mine was a generic, "please for heaven's sake follow the debate PM".

People be reasonable here? Can this bill be fixed in the immediate future, or it should it be tried again later, hopefully once the independent budget is done. I am not seeing a lot of work being done here, if somethign is going on in the background, then great, but we really need some movement here and soon.

I think completion of the independent budget is key towards any proposal like this. As result, I think we may have to table this, and maybe if a Senator wants to re-introduce this when we have any idea on funding,  they can bring it back.

Motion to Table?

This has consumed the floor for over a week with absolutely no progress. We could have potentially passed another bill in this spot, instead.

I like the bill's intents, but for reasons expressed by Max, I second the motion.
