Can someone explain some of these ratings to me?

According to this Brazil has no internal conflicts (LOL), and Mexico and Netherlands for example have the same rating.

I took a look at the think tank's website. Apparently factors in the Global Peace Index include things like % of women in Parliament, government spending on education, and the unemployment rate.

Of course taking into account the Global Peace Index in it's entirety, a lot of these countries are nowhere near the top 10, but the article is specifically just looking at the internal and external conflicts categories.
But I think this doesn't make sense regardless of that.
