I think that was because he wanted to help Obama to get at least one electoral vote in Nebraska.
This is not going to happen.  CD-2 was redrawn so that the most strongly Republican parts of Sarpy County are connected to the Douglas County dominated CD.  With the new boundaries, Omaha would have lost CD-2 in 2008.
