Giuliani '04: Tested Leadership, Proven Commitment


On September 7, 2003 former New York City Mayor Rudy Giuliani held a press conference in Brooklyn to launch his Presidential campaign.

    My fellow Americans, as we approach the 2nd anniversary of the attack on the World Trade Centers we are faced with another great choice. On 9/11 we faced the decision of whether to bow down to terrorism or stand strong in the face of fear. Now we face the decision of whether to continue with a strong President who's dedicated to our nation or if we are going to jump ship in the middle of two wars. President Bush was a massive asset on 9/11 and  I want to commend him for that. We have similar leadership styles, the President and I, and a Giuliani Presidency will continue on the path to prosperity that we are going down now. Under my leadership, we will win the wars in Iraq and Afghanistan, we will bring Osama Bin Laden to justice, and our economy will return to the prosperity of the 1980s. The American Dream will become more than a dream, it will become a reality for all people - for the immigrants, for the ill and injured, for the unemployed, for the elderly, for those who have given up hope.
    The people of New York can attest to my leadership. Under my mayoralty we turned the Big Apple around. Crime rates dropped across the board, the rights of migrant children were protected, taxes were cut, pay for teachers and police officers rose, steps towards marriage equality were taken, and the homeless were taken in off the streets. My tenure as Mayor, although we faced tremendous challenges, was a time of great prosperity of all New Yorkers. I promise to give America the same commitment I gave New York, and I promise we'll see the same results. I'm ready to serve the nation that I love and call home. Thank you, and God Bless the United States of America.

I'd say my biggest competitor for the nomination is Secretary Rumsfeld. He's a strong man, a bit older than I am, but a dedicated public servant. He was a major asset during 9/11. He's done a lot of great work and is a good candidate for President. I still believe that I am the best, most qualified man to be our next President but if I don't receive the nomination I think Don will have a good shot at it. Governor Owens is just not experienced at leading. Sure, he's been Governor for a few years, but what struggles as he faced? Where is his record on handling crises? He's got some connections with the Russians but the Cold War is over. Our threats don't come from Europe, they come from militant, Islamic terrorists. Bill Owens isn't qualified to lead our nation and I'd be worried how he'd handle things if there was, God forbid, another terrorist attack on American soil.

To All the Candidates: What is the biggest difference between you and President Bush and where are you similar?

"President Bush and I have some similarities when it comes to foreign policy. We both support the War on Terror and its continuation until Osama Bin Laden has been brought to justice and the Taliban has been removed from power. I think that's the area where President Bush and I are closest. We do differ a bit on social issues. I'm a bit more moderate than the President is, but that's ok. We are a big tent party, we accept people from all walks of life and viewpoints."

To All the Candidates: How would you handle the War in Iraq and the War on Terror?

"I think my stance on the War on Terror and the War in Iraq are clear. We have a mission. In Iraq, it's to bring down Saddam Hussein and ensure the safety of the Iraqi people. In the War on Terror we have two missions. The first and primary goal is to find, capture, and try Osama Bin Laden. The second is to remove the Taliban from power in Afghanistan. It would take a lot of convinving from my generals for me to support a withdrawl of troops until those missions have been satisfied."

To Mayor Giuliani: Mr. Mayor, your position on abortion and gay marriage seems to be at odds with some in your party, what can you do to put their minds at ease?

"I don't believe that the moderate wing and the conservative wing have to be exclusive. We're all Republicans, working towards the same goal. The GOP is a big party with lots of room for differeing viewpoints. As for my stances on abortion and same-sex marriage, let me make it clear. I will not issue an executive order saying that all same-sex couples can be married in every state across the country and I won't have my Attorney General fight against state same-sex marriage bans because I believe in a limited government. The power to issue licenses belongs to the state, I respect the power of the Constitution, and I will leave it up to each and every city, county, and state to decide their policy on same-sex marraige and abortion."

America doesn't need another career politician in the White House, we need a pragmatic leader who isn't bogged down by years of back room partnerships and deals. George Allen has spent 16 years in the Senate and the Virginia State House, Bill Owens has served 12 years in the Colorado Governor's mansion, and Donald Rumsfeld has been in Washington since 1963. Only one candidate hasn't spent his career in elected office and that's Rudy Giuliani. Paid for by the Committee to Elect Rudy Giuliani.

All The Candidates: Democrats and Republicans
The North Country in New Hampshire has felt the effects of the economy, with many factories and plants closing down what can be done to bring jobs to the North Country?
I've visited New Hampshire more than any other candidate and I've spent a lot of time talking to people who've lost their jobs over the last few months and years. In order to bring jobs back to this crucial part of our country, the EPA and the Department of the Interior have to roll back their environmental regulations and allow industry to come into the area. Logging companies, maple syrup farms, and people looking to fish and hunt can come surging into the area - bringing people and capital back into New Hampshire.

To all the Candidates: Democrats and Republicans
Do you support the Patriot Act and does it go far enough?


I support the Patriot Act, because I support the protection of American lives. We as Americans must use every legal and constitutional tool in their arsenal to fight terrorism and protect their lives and liberties. Does it go far enough? Yes, I believe so. Although some personal liberties are given up, these concerns are dwarfed in comparison to the safety the Act provides to us. As someone who saw the damages of 9/11 directly, as someone who felt the pain of losing loved ones, as someone who cried in the streets of Manhattan I'll be the first person to give up my personal liberties in order to prevent another terrorist attack.

To Mayor Giuliani:
What is your plan to reduce the deficit and can it be done without raising taxes?


I've always supported a balanced budget and as President I will work towards one. But that's not something that can be achieved in one, or even two, terms. For more immediate results we need to cut spending. There's a lot of discretionary spending that we can cut from the budget, and there are a lot of tax loopholes we can close. I do not plan to raise taxes, if elected President, but I will push for the closing of numerous loopholes that may lead to some paying more in taxes. But will I raise tax rates directly? No.
