That being said, the "has" in that sentence should be "have", and "are" should precede the words "recognized" and "shared". But there is no way, using standard grammar to interpret the phrase as referring back to "a chosen behavior".
Whoever wrote the article isn't that well-versed in grammar rules apparently.
It doesn't read correctly either way as-is. If there was a comma between "unchanging truths" and "that has," it would read the funny way. If "has" was changed to "have," it would read the intended way.
