It absolutely is an excuse to avoid actual solutions. Again taking an example from real life, the neoliberal "left" has decided that gun control will be the hill they die on in 2013. The waffling centrist of a president has decided that instead of renewing the War on Poverty (and thus actually helping the black community as opposed to just being black) or fighting inequality, he will devolve politics into a spectacle of volatile social issues designed to win elections, not solve long-term problems. I'll be easy on him, given that any real reform of any kind would never pass the fascist house and the incompetent Senate. But this is Atlasia. There is no excuse.

If you so insist, we can debate the merits of the bill itself. I apologize if I pulled this in a different direction too greatly.

As to some of your earlier points, I agree that a "right to bear arms" does not preclude reasonable regulations and restrictions on a tool that can be dangerous to the user and to others, whether maliciously or not. Though some requirements and restrictions feel a bit stringent (those will be handled in an amendment I'll get to work on today), the good spirit of the bill is something I can get behind if it's declawed to some extent.

I am not sure what you are doing procedurally. Napoleon's amendment is currently at vote and is failing 4-5 with one having not voted and time set to expire tomorrow night. I don't think it can be rejudged as friendly in the middle of the vote.

In the second part, do you mean by chance "keep the section" as opposed to "keep the amendment"?

I didn't think that I could change my mind mid-vote (although I could change my vote, thus allowing the amendment to pass after Napoleon casts his vote) - that's why I said that I was "willing to" deem the amendment friendly rather than that I would.

How I proceed depends on which option Clarence and other members of this body prefer.

Wouldn't it be better or perhaps curry a more positive response to express a willingness to do something that you are actually able to do, as opposed to something you can't? Tongue

If I am permitted to debate (may take some time for me to learn the rules again)- I will be supporting this legislation with this amendment and I commend the sponsor of the bill and the amendment for compromising for the sake of consensus

Vote on Amendment 54:14:

Aye (6): Averroës Nix, Clarence, HagridoftheDeep, Napoleon, NC Yankee and Snowstalker
Nay (4): Ben, Franzl, jdb, and Oakvale (Is it ironic that only TPP Senators voted no?)
Abstain (0):

Didn't Vote (0): ewww its a miracle (not really, it did take the full time)

With six votes in the affirmative, the amendment is now adopted. Debate on the bill has resumed.

I wish to make an amendment, but for convenience's sake I'd first like the current text of the bill. I'm a bit confused, since we voted on Napoleon's amendment to the amendment before voting on the amendment.

I thought I posted my rationale for proposing this last night...I'm happy you accepted but I still feel I should explain why. I think three is a reasonable number for license that doesn't put too much burden on a citizen trying to exercise something which, to this point, is a constitutional right, while still keeping the spirit of the bill and not making too big of a change.

I amend to strike Section 2. A national registry of handguns, in my opinion, is unnecessary intrusion into citizens' private lives, and will be all too useful to the state when the revolution comes.

A question for the author- does the concealed carry ban apply only to federal property? That is what I gathered, but I want to be sure...

Napoleon's amendment removed that section of the bill; as it stands, this bill will not establish any concealed carry regulations.
Ok- great

I was concerned that there were still provisions there... if that had been the case, I would have still supported your legislation per my word but proposed new legislation to amend that section. I am glad this can be the final bill on this matter and I commend you for your willingness to seek consensus

I'm not one to throw around veto threats and all, I generally think that's really silly and unproductive, but if the national gun registry was removed, I don't think there are any circumstances where I would sign this bill. That is already law (and I wrote it, jerks Tongue), I would rather we at least argue about Nix's new proposed additions to the omnibus statute.

I urge the Senators who support this bill to vote against Senator Snowstalker's proposed gutting of the national handgun registry. A vote for this amendment is a vote to defeat this proposal.

I would like to echo these sentiments, the amendment would scrap a critical piece of this bill!
