Something I put in my manifesto for this term was:

Income tax
0.00%    $0 - $24,999 ($0.000 B)
0.10%    $25,000 - $49,9999 ($1.592 B)
0.40%    $50,000 - $99,999 ($3.602 B)
2.00%    $100,000 - $249,999 ($7.769)
5.50%   $250,000 - $999,999 ($11.457 B)
8.00%   $1,000,000 + ($5.931 B)

so I might as well propose it...

What actually happens with the surpluses - does it go into some sort of reserve?

Would anyone vote for a tax cut for the lowest earners - without increasing the tax for the highest earners?

It would reduce the surplus slightly, but not by a huge amount.
