Can there be recounts in PA , WI, and MI? Is it too late? Or is Jill Stein just doing a meaningless PE stunt
Originally it was $2 or $3 million, then it basically doubled to pay for lawyers. The lawyers get paid no matter what. It sounds like Ben Carson's fund raising.

besides the fact that jill literally seems to hate HRC ......i don't think there is any doubt that team hillary would have officially fought for this re-counts if they would have any merit.
Maybe the Clinton campaign was flipping Stein votes?

They knew they were losing the upper Midwest. Losing Iowa by 9+, Ohio by 8, Missouri and Indiana by 19. They almost lost Minnesota, where in Anoka County, Hillary Clinton had the worst performance for a Democrat since Al Smith.

But maybe the could hold on, if Stein didn't spoil the election.

Remember that the folks pushing for this first went to the Clinton campaign. If they mentioned certain anomalies in states where the Clinton campaign had been flipping Stein votes, there would be alarmed looks in the eyes of Clinton aides, particularly after the activists mentioned that people could go to jail.

If the Clinton aides had suggested, "nothing to see here, run along" and if Clinton herself had thrown something at them, they might have put two-and-two together, and went to Stein.

They've been totally secretive about what they see as discrepancies. But this could be part of a strategy of getting Clinton supporters to pay for the recount. In any event they get a mailing list of a key demographic for the Green Party - left-wing delusionals.

Any update on this? Most recent data?

Going off of Wisconsin's latest spreadsheet from today, and not including Milwaukee County which is being done differently than the others, then with about 30% of the state recounted, Trump has gained 245 votes, Clinton has gained 398 votes, Johnson 68, Stein 46; Clinton has netted 153 votes so far, which is better than she was on pace for before, but she's still very, very far from anything substantive changing.
Mostly they are onesies and twosies.

Dane is +25 for Clinton, but that includes +18 from one ward in the city of Monona. Madison is not recounted yet. Drop out Monona, and it is conceivable that Trump is increasing his vote share.

Iowa County. The Village of Avoca was 108T:105C. The recount shows 215T:375C. The total vote for all candidates is 634 votes, in a village with a 637 residents.

Looking at the alphabetically adjacent villages:
Arena: 2012: 120R:313O; 2016: 150T:223O
Barneveld: 2012: 181R:426O; 2016: 215T:375O

So Trump gained some, and Clinton lost more.

But I just noticed that the Avoca "recount" matches the Barneveld original count. So they entered the Barneveld recount on the Avova recount row.


Manitowoc/Town of Centerville. A note says that a bag with 24 ballots was not counted on election day. But the town was 70% Trump, and it appears that the bag was 24-0 Clinton. It sounds like something like the Maine recount.


Milwaukee

The city of Milwaukee is recounting their absentees separately from election day ballots, and Clinton is down about 15,000 votes.

The city of St.Francis shows a change from:

Trump 3634: Clinton 3576 (original)
Trump 2002: Clinton 2676 (recount)
Trump 1632: Clinton 900 (loss)

The lost votes are 65% Trump. I suspect they may originally have run absentee ballots through the scanners twice. The recount looks more like Johnson Feingold and 2012

Johnson 2202: Feingold 2657
Romney 2296: Obama 2977

And the trend looks similar to Cudahy. A city tucked in between the airport and a city named after a meatpacker is likely not the leafiest of suburbs.

So this may be the first real change, about +732 to Clinton.

Sauk. The December 2 report showed the Town of Woodland almost disappearing. But it appears that the recount for the Village of Cazenovia was entered on the wrong line. Only a tiny bit of the village is in Sauk County (7 total votes), with most in Richland County.

The December 3 report corrects this.

Walworth.

Town of La Grange: Gain of +63 Trump, +81 Clinton, +10 Johnson provides a better match to the senate race, both for candidates and votes cast.

Washburn.

Town of Bashaw +31 Trump due to error in original certification.

Fourth Day:

Mostly they are onesies and twosies.

Dane is +28 for Clinton, but that includes +18 from one ward in the city of Monona. Madison is not recounted/reported yet. Drop out Monona, and it is conceivable that Trump is increasing his vote share. Monona provided an explanation that they had found 12 unopened ballots in an envelope.

In the 2000 recount in Florida, the inept Gore campaign concentrated on counties that favored Gore such as Palm Beach, based on the theory that hanging chads were somewhat random. There would be more hanging Gore chads where there were more Gore votes. Only later did they latch on to Butterfly Ballot, etc. Had they gone with a statewide recount, they might have won. So far Dane appears to be favorable to Clinton, but Washington is favorable to Trump.

Fond du Lac reported that they were missing 13 absentee envelopes. In a process described as a "draw-down" both candidates lost votes. Under some election laws, if you have more ballots in a ballot box than you had voters, you randomly select ballots to be removed from the count.

Iowa County. The recount for the Village of Barneveld had been entered in the spreadsheet row for the Village of Avoca, giving the appearance of a large shift to Clinton. This has been corrected.

Ozaukee

The Village of Newburg reported a change from 1 Trump:8 Clinton to 30 Trump:8 Clinton. The recount result is consistent with the senate and 2012 results, so it appears that these were uncounted ballots.

A quirk of Wisconsin is that elections are conducted by towns, cities, and villages, and then canvassed by county. Most of Newburg is in Washington County, so it looks like they simply forgot to count/report many of the presidential votes in Ozaukee County. The total vote count in Ozaukee went from 16 to 45 votes. 633 votes were cast in Washington County.

Racine

The city of Racine reported 13 missed ballots because of incorrect marking device. This appears to be a report for a single precinct, that went from 507 Clinton:24 Trump, to 520 Clinton: 24 Trump (i.e a ward that was reported as 95.5% Clinton, was actually 95.6% Clinton).

This is possibly a more general problem, as Clinton has picked up 33 votes in 7 wards recounted. But the lowest-numbered wards also appear to be the most inner city.

Walworth.

Town of La Grange: Gain of +63 Trump, +81 Clinton, +10 Johnson provides a better match to the senate race, both for candidates and votes cast.

Washburn.

Town of Bashaw +31 Trump due to error in original certification.

Washington

Lot's of small changes add up to +18 Trump. Very few recounts are in from Waukesha, so there may be a similar pattern there.

Summary: The big change so far is for St.Francis. Because it is is Milwaukee County, it may have been missed by the media.

Regarding the St. Francis results.

It appears that in the original count, the results for St. Francis were switched with those from South Milwaukee. South Milwaukee is right above St. Francis in the spreadsheet. You can see that the new recount results from St. Francis match exactly the original results from South Milwaukee. So overall, the vote totals should remain roughly the same when South Milwaukee reports their recount results.
Yes.  The Day 5 spreadsheet moved the St.Francis votes to South Milwaukee.

After the 5th Day:

The recount votes for South Milwaukee had been placed in rows corresponding to St.Francis, which gave the appearance of a big drop in St. Francis votes. That has been corrected.

There is a note about Hales Corner in Milwaukee County being checked. It showed a drop of 255 votes in one of three precincts. The original counts better match the senate results and the 2012 presidential results.

The original results showed 38, 17, and 28 fewer votes in the presidential race than the senate race (i.e there were deliberate undervotes or write-ins for president). The tentative recount would make the difference 38, 16, and 483. So clearly the recount is wrong.

Overall:

Trump has increased his margin in 30 counties by 222 votes, and Clinton has increased her margin in 27 counties by 200 votes.

There were confirmed errors in the certified results from Village of Newburg, Ozaukee; and Town of Bashaw, Washburn, the corrected versions increased Trump's margin by 60+.

There were a dozen uncounted votes in City of Monona, Dane; and about 13-40 wrong marker votes in City of Racine, Racine that were generally favorable to Clinton.

Nothing is reported from Green Bay, Madison, La Crosse, Sheboygan, and Wausau. They may be recounting and going to report everything at once. Eau Claire and Kenosha have limited reporting.

It is conceivable that there will be marker problems similar to Racine in other locations. This may favor Clinton, since they may not be able to follow instructions.

Milwaukee is counting election-day votes separately from absentee ballots. So far 31.9% of Trump votes and 42.2% of Clinton votes have been recovered. The difference is probably due to the recounted wards being lower-numbered, more inner city, and more Clinton. The recounted wards were originally 86% Clinton (two-way), the un-recounted wards were only 74% Clinton.

Milwaukee Ward 34 shows a big jump for Trump, which matches the senate and 2012 results.

The original returns were Trump 8, Clinton 795. The recount (with absentee not included is Trump 198:Clinton 588. The Senate results were Johnson 291:Clinton 763; and 2012 results with 981 Obama, 314 Romney.

Summary: Trump up by about 200 statewide.

Recount from Village of Hales Corner, Milwaukee have been corrected.

Overall:

Trump has increased his margin in 28 counties by 280 votes, and Clinton has increased her margin in 31 counties by 284 votes. 12 counties have no net change.

There were confirmed errors in the certified results from Village of Newburg, Ozaukee; and Town of Bashaw, Washburn, the corrected versions increased Trump's margin by 60+.

There were a dozen uncounted votes in City of Monona, Dane; and about 13-40 wrong marker votes in City of Racine, Racine that were generally favorable to Clinton.

Nothing reported from Bayfield and Rusk counties. Votes are beginning to trickle in from some larger cities:

214 of 325 wards of the City of Milwaukee have been recounted. The recount is now more balanced.
Clinton received 82.1% of the original vote in the recounted wards, and 77.5% in the non-recounted wards. In the recounted wards, Trump has recovered 82.3% of his vote, compared to 72.0% for Clinton. There appears to have been a larger share of the Clinton vote cast absentee.

This may reflect the the reason Clinton lost Wisconsin - election day enthusiasm. Someone who always votes may have become accustomed to voting absentee since they became older, or more infirm, or unable to drive. Absentee voting requires some preparation.

Election day voting requires some activity to get to the polling place. Some voters just won't get around to voting. They will have told a pollster that they were likely to vote, but went out to dinner after work, and forgot to vote. They will report to the census (1) that they voted; (2) had a sick relative; (3) were out of town; (4) didn't like the candidates; or (5) the dog ate my driver's license, shoes, pants, or car. A voter who is enthusiastic for his candidate will walk uphill 10 miles both ways in the snow, even if the polling place is 1/4 mile away and it is sunny.

There were confirmed errors in the certified results from Village of Newburg, Ozaukee; Town of Bashaw, Washburn, the corrected versions increased Trump's margin by 60+; 28 votes were changed in the Town of Springville, Adams, with a net increase of +8 for Trump (and +9 for Johnson); error in election night addition results in +40 in Town of Rolling, Langlade; +6 Trump in Shawano, Belle Plaine.

There were a 12 uncounted votes in City of Monona, Dane; and 23 in the City of Fitchburg, Dane, for a net gain of +24 for Clinton. Overall, Clinton is up +75 in Dane, with very little of Madison counted.

Errors in Eau Claire County, in the towns of Brunswick and Seymour, City of Eau Claire, Ward 30 are net +9 for Clinton. Curiously, all three precinct changes were +7 Clinton, +4 Trump.

Manitowoc: +25 Clinton uncounted ballots in Town of Centerville; +26 Clinton (or -26 Trump) due to double counted ballots in Town of Kossuth. +46 Trump in City of Manitowoc due to 29 missed Trump votes by tabulator, and 17 Clinton votes that had a write-in overvote. You would think if that was a widespread practice, that it would show up elsewhere.

Marinette, City of Marinette. Scanners required a non-standard marker. Use of non-non-standard marker resulted in 294 missed votes. 9.5% of Clinton voters used the incorrect marker vs. 5.0% of Trump voters, resulting in +48 Clinton change. Marinette dropped from 59.9% Trump to 58.7% Trump.

Dozens of wrong marker votes in the City of Racine, that were generally favorable to Clinton. Apparently only the worst precincts are reported, but the Clinton is up +114 in the city. The Clinton increase was 0.72% vs. 0.24% for Trump (i.e. Clinton voters were three times as likely to use the wrong marker.

Sheboygan: 48 Uncounted ballots in two wards in City of Sheboygan +8 for Clinton; 17 double counted ballots in Town of Sheboygan +11 for Trump.

Vernon: City of Viroqua +13 Clinton due to 35 uncounted ballots. Village of Readstown -19 to Gary Johnson due to votes for Ron Johnson counted in the presidential race.

Clinton received 80.7% of the original vote in the recounted wards, and 80.7% in the non-recounted wards. In the recounted wards, Trump has recovered 83.0% of his vote, compared to 72.4% for Clinton. There appears to have been a larger share of the Clinton vote cast absentee.

This may reflect the the reason Clinton lost Wisconsin - election day enthusiasm. Someone who always votes may have become accustomed to voting absentee since they became older, or more infirm, or unable to drive. Absentee voting requires some preparation.

Election day voting requires some activity to get to the polling place. Some voters just won't get around to voting. They will have told a pollster that they were likely to vote, but went out to dinner after work, and forgot to vote. They will report to the census (1) that they voted; (2) had a sick relative; (3) were out of town; (4) didn't like the candidates; or (5) the dog ate my driver's license, shoes, pants, or car. A voter who is enthusiastic for his candidate will walk uphill 10 miles both ways in the snow, even if the polling place is 1/4 mile away and it is sunny.

Milwaukee Ward 34 shows a big jump for Trump, which matches the senate and 2012 results.

The original returns were Trump 8, Clinton 795. The recount (with absentee not included is Trump 198:Clinton 588. The Senate results were Johnson 291:Clinton 763; and 2012 results with 981 Obama, 314 Romney.

Overall:

Trump has increased his margin in 34 counties by 605 votes, and Clinton has increased her margin in 30 counties by 443 votes. 8 counties have no net change, including six counties that have completed their recount with multiple errors that cancel. +162 net Trump.

Completion of the recount of absentee votes in the City of Milwaukee confirm that Ward 34 was the worst error, with 254 Trump votes being reported as 8 votes on election night. In general it appears that Clinton benefited on small errors of one or two votes in a precinct, which might be due to irregularly or poorly marked ballots, while Trump seemed to gain more from larger changes due to uncounted or unreported ballots.

In general it appears that Clinton benefited on small errors of one or two votes in a precinct, which might be due to irregularly or poorly marked ballots, while Trump seemed to gain more from larger changes due to uncounted or unreported ballots.
It turns out that this is not true. By scanning results from larger cities which had dozens of precincts, I came to the wrong conclusion. Within cities (of over 10,000 votes cast), Clinton did have an advantage:

+1 Trump 339, Clinton 332; Cities Trump 127, Clinton 164.
+2 Trump 180, Clinton 236; Cities Trump 44, Clinton 120.
+3 Trump 150, Clinton 123; Cities Trump 21, Clinton 72.
+4 Trump 76, Clinton 72; Cities Trump 20, Clinton 36.
>=5 Trump 794, Clinton 688; Trump 371, Clinton 306 (includes +246 from one ward in Milwaukee)

So in cities, where there were more Clinton votes, it was more likely to find small numbers of uncounted ballots, which would probably be for Clinton. But there were about twice as many precincts outside the cities where Trump ballots might have been missed.

Clinton carried the cities of Green Bay, Kenosha, Marathon, Appleton, Racine, Sheboygan, and Oshkosh, while losing their respective counties of Brown, Kenosha, Wausau, Outagamie, Racine, Sheboygan, and Oshkosh.

Clinton won Madison 5:1 while carrying the remainder of Dane County 2:1. Clinton won the city of Milwaukee 4:1 while only winning the remainder of the county 5:4.

For subtractions, fewer subtractions is better for candidate.

Even in the cities these were somewhat favorable to Trump. With more votes for Clinton, it was more likely that they would be mistakenly counted as well.
