Cheney obviously.

He's responsible for like 80% of everything that was wrong with the Bush administration. Without Cheney the Bush presidency would have been very mediocre, a blip in the pages of history. As it stands, he's the worst president since Nixon. A remarkable and somewhat fitting accomplishment.

Dick Cheney would not have been able to do the things he did on behalf of Bush if Bush hadn't willingly delegated his authority to Cheney (especially in the first term).
