Under no circumstances would California go  GOP in this election. Kennedy won California as far as was concerned the first time, it was the absentee ballots that gave it to Nixon, long after  Kennedy was declared winner.

And that was against a native son.

No, without CRA passed, 1964 could easily have been 1984 flipped with Arizona as the anti-Minnesota with the right campaign.

In execution, probably a 1992 map, except replace Vermont, New Hampshire, and Maine (since no chance in hell they'd vote against the GOP) with  North Carolina, South Carolina, and Texas.

With it passed, I'd guess a 2000 map with Nevada and Texas replacing Vermont and Maine (which didn't even vote for FDR).
