yeah, all this means is for the last 63 years, we've been going to war unconstitutionally.

If that were true, it would mean that we've been going to war "unconstitutionally" for 207 years.

Well the war he points out is when congress "declared" war.  The current Iraq war, had congressional approval, but not a formal declaration, it is therefore unconstitutional, since the constitution gives congress the right to declare war
