What's the maximum variance of population between the districts again?

Here's my proposal:



Populations:
NY et al: 21
PA et al: 21
FL et al: 23
MN et al: 22
CA et al: 22

My map was meant to be a compromise that tried not to stick too closely to the regional map.  But ultimately, does anybody expect certain illogical members of the forum to allow the Southeastern states to be split up or grouped with the inferior Yankee states?  I'm surprised none of them have so far commented on me having to separate Texas from the rest of the South, due to population restrictions.

Probably because most people round here (including myself I'm afraid to admit) view any district map introduced by a Southerner that has the whole South united with total disdain.

My map united the South only to keep you guys from kicking and screaming about it.

My map does NOT unite the whole South, it splits up EVERY region:

Anyway, your map is okay I guess.  That's not a comment on you personally - I just think some of the maps here have taken creativity over sensibility.
