In 1928, the Dems nominate U.S. Representative Cordell Hull of Tennessee for President with Nevada Senator Key Pittman as his running mate. Hoover's company giving stuff to Germany during the war and Coolidge getting annoyed by Hoover one too many times cause him to barely lose the election to Hull, winning the popular vote but losing the EC 271-260, but the down ballot doesn't change. The stock market crash still happens on schedule (Nothing was going to prevent it with a POD in 1928) and since the blame falls on the Dems and Hull, VA Gov flips in 1929, giving the seat to Republican U.S. Representative Jacob A. Garber. 1930 sees the R win 82 seats in the House, Nine Seats in the Senate, and 5 Governors with Alabama going Independent. In 1931, there is no change in Governor.

In 1932, the Democrats renominate the Hull/Pittman ticket while the Republicans nominate Governor Theodore Roosevelt Jr. of New York, the son of former President Theodore Roosevelt, who beat his cousin for the NY Gov Seat in 1928. They select Garber as his running mate.

The 1932 Campaign season has Teddy Jr. be a bit more gung-ho about being ready for war as a precaution, but doesn't speak that much. More or less, he campaigns like FDR OTL, if only a tad bit more progressive in his approach while Hull miserably attempts to rally support around him by attacking the Hyper Republican Congress, which he insists isn't passing any of his plans.

Democrats try to blame the Crash on Republican rule in the years leading up to it, and pointing to Hull's efforts to fix the crisis and help those in need.  But Republicans pin the Crash on Hull's administration and benefit from the public's desire for change.   Socialists make the case that both parties have failed the worker and common man.
