Notice how she even has a big lead on this question in Iowa, where she's not leading by that much in the horserace.  Now, granted, "best at ending the war in Iraq" could just mean that people think all the Dems are against the war, but Clinton has superior skills at international diplomacy, and so it will be easier for her to get the troops out without as many negative consequences....but still, this is rather remarkable.

Here's a writeup on that poll showing primary voters thinking Clinton would be "best at ending the war".  The respondents are incredibly vague about why they choose Clinton:
