If we face a deadlock, I suggest we can only vote in 2 of 3 groups, or have only 2 "plus" and 2 "minus" to spread as we wish (and then 1 instead of 2).

ROUND FOURTEEN
NEW GROUPS WITH CURRENT STANDINGS


Please vote to eliminate one (-1) and keep one (+1) in each three-state group and add your vote to the totals of all the voters before you. Any state that reaches -5 will be immediately eliminated. Any state that reaches +5 will be immune until all other states have either been immunized or eliminated. States can be eliminated or immunized before rounds end. If this happens, please signify it with your vote. This round will end when all voters have voted, and the groups will change.

Note: If a state is eliminated or immunized, it cannot be voted on further. Set it aside and vote only on the two remaining states in the group, voting to eliminate one and keep one. Also, if in a two-state matchup one state is eliminated or immunized, leaving only one in the group, do not vote until I can change the groups. Proceed normally if, in the case of Group B in this round, both states are removed.
