Title: Diplomacy "House Rules" - We should write some

Many places where multiple games are played have house rules. I propose we write up some.

My suggestions:

The GM can not be a player.
(for obvious reasons)

Deadlines in all press games are weekly, in non-press games, semi-weekly

One game will always be standard press on the standard map. Additional games with variant rules may be opened at the community's will

Black/Grey Press is Prohibited
IE no sock accounts to hide your identity. No posting to fake being another player.

Non-players can do what they wish
This is a collective house rules so you guys may not like this and may wish to change it. I say that if PiT for example wants to, he can chat with you guys on the side via PM, offer tips, pointers, lie to players about other players intent, etc etc.

Orders will be interpreted liberally
If an order "likely could" mean something, it will be taken to mean that.

Orders must be PMed to the GM, on the forum, and not sent via chat or e-mail.

If an order's intent is not clear, the unit holds in place

Rule paradoxes are solved the way Realpolitik, the most recent edition, adjudicates them.

NMR rules...
This one will require discussion. Should we allow a country to NMR? Should we place a limit? IE 2 NMR's and you are out of the game? What about NMR's in Spring 01? Many house rules have the country play a standard but defensive opening in that case. Should we look into this?

When someone forgets to submit orders. No Moves Received. Standard procedures are all units just sit there.

Considering I am still missing a number of orders, we might want to consider this ASAP.

I would say no moves in a move phase, no build in a build phase, and disbandment in a retreat phase.

And we have until Sunday, right?  Because I'm still ironing out wrinkles.
