If the labor market was better, I could envision a Bush +8 or Bush +9 type scenario in 2004.

Either remove 9/11 from the equation or have him handle it better and you'd get that.

by Fall 2004 public opinion was about evenly split, with it being more of a liability than an advantage in North New England, Pacific Northwest, and probably MN and WI.

With a bin Laden capture and an even worse Democratic campaign (possibly with a different nominee), Bush could have achieved this result.

Why not? In 2004 there was no Joe Biden on the ticket and Bush lost the state by only 7 points (53-46), just like New Jersey.

Of course, if you're saying Bush had a lower ceiling in Delaware....
