The core of both opinions is that the government power to criminalize certain acts of commission cannot be vetoed by personal religious beliefs. Of course, if one tried to apply this to government power to criminalize acts of omission then it would give government the power to require people to engage in activities contrary to their religious beliefs, which the First Amendment prohibits.
