Just wondering, 'cause I was on the wiki the other day and I'm confused about the federal legislative branch.

No, the federal legislative branch is composed one house, the ten member senate.  The regions are all unicameral also (some have universal legislatures).

The idea of a second chamber has existed from time to time. Couldn't possibly work unless you also abolish the regions - and I don't think that swap would be seen as an improvement by anybody.
There's also been the idea from time to time of what Yelnoc called a "universal legislature" as second chamber.

I believe I coined that term, tyvm >:(  I'm not sure I'm a proponent of federal universalism, though.

When I was Governor of the Pacific we briefly experimented with a bicameral legislature - the normal, universal legislature consisting of all elected citizens and an elected house consisting of (IIRC) four members.

It was an interesting experiment, and I'm glad we tried it, but ultimately there's not enough active members in most (all?) regions to pull it off.
