Does that include single district states?  I'm surprised that Wyoming wouldn't be in the bottom ten.

Wyoming is 9% Hispanic as of the 2010 Census, up from 6% in 2000. That alone probably disqualifies it.

Yes.  Plus D.C.

WY-AL is in the bottom 60 with 2.81% of residents foreign-born.

The only state that would make the list if you threw them all in with the districts is WV at 1.3%

True.  WV-02 barely missed the bottom 10.  It has the 11th lowest percentage of foreign-born at 1.60%.

I believe foreign-born population is generally under-counted, so there may be several where it is a majority.

CA-29 is a little surprising. Although the Asian areas it picks up are full of first generation immigrants, it doesn't have as many Latinos as other districts that didn't make the cut.

Maybe 1st generation Asians are less likely to hide from census takers?

Well, I'm basing this on the numbers from the census itself, not on any estimates or any other source. There are other districts with a high hispanic population as counted by the census itself which didn't make this list. I think one possible explanation could be that there are a lot of Armenians in this district, in the Glendale area specifically, and will be counted as white and many are immigrants.

MN-08 is less foreign born than MN-07?

I suppose that might be due to the fact that Somalis have been moving to Fargo (and thus Moorhead), not so much to Duluth.

Its probably Hispanics more than the Somalis.
