Montana has the right culture for that sort of thing, but I'm going to be contrarian and say South Dakota.

In terms of delegates (as opposed to straw poll votes), almost certainly Nebraska, as the only remaining caucus/convention state.  The Montana process is the closest thing to a smoke-filled room the GOP has this cycle.

For clarification: In MT and NE, only the percentages for the primaries count.
