The top 4 least corrupt were all solid blue states. So I don't think it's actually looking at corruption, just potential for corruption, whatever that means.

Georgia is the worst because everyone in our legislature happily recieves truckloads of money from lobbyists and nobody will never do anything to limit those funds.

It makes sense, that if they don't have a corruption problem, or atleast not in the last several decades, that their anti-corruption laws would be inferior and outdated.
