The passage of "An Act To Provide A Government for the District of Columbia" (16 Stat. at L. [181 U.S. 453, 458] 419, chap. 62), via gross misinterpretation of this clause describing the home-rule authority of the city's new municipal government:

Quote
'That all that part of the territory of the United States included within the limits of the District of Columbia be, and the same is hereby, created into a government by the name of the District of Columbia by which name it is hereby constituted a body corporate for municipal purposes, and may contract and be contracted with, sue and be sued, plead and be impleaded, have a seal, and exercise all other powers of a municipal corporation not inconsistent with the Constitution and laws of the United States and the provisions of this act.'

Also, it apparently becomes incredibly very super serious business because the act references "THE CONSTITUTION OF THE UNITED STATES OF AMERICA" rather than "The Constitution for the united states of America" like it's worded in the original document. As we all know, changing the capitalization of a single phrase and saying "of" instead of "for" has serious legal ramifications that can totally lead to the spontaneous creation of an entirely new form of government.

How could anyone possibly so misconstrue the purposes of that 1871 act?

The main thing it did was consolidate the cities of Georgetown and Washington, along with the unincorporated areas of Washington County into a single unitary government for all of the District of Columbia.
