Why have we never had a bald president? Does a superb head of hair really matter?

No.  And post presidency, he had to have half his head shaved for surgery.

Eisnehower was bald.  Ford was balding.

Eisenhower was bald. He may have had a few thin whisps of hair on the top of his head, but he would be considered bald by most people:
