I fixed the link. :P I think he had trouble forming a cabinet, especially with many want the new cabinet to reflect Libya's tribalism. Abu Shagur was fairly liberal, by Middle Eastern standards. I just fear that this could open up a new "can of worms" should the next PM also fail to assemble a cabinet.
