If the Senate authorizes you to use force in Iraq, what action(s) will you take?

Unless the situation drastically deteriorates and / or we become part of a coalition, I don't plan on taking any immediate action (although it's nice to have options). I don't want involved there and I don't want to start bombing because what we have are thugs running around. It's the same old story, really.

The current enterprise to become more warlike I find presumptuous (I was never consulted on any of this as incoming President) and I certainly think it borders on recklessness.

SoFE Homelycooking, R.G. Fritz, and A.G. Simfan34 are returning, so I do not believe there will be hearings for them, but Yank or WJ can correct me if I'm wrong on that.

So, we shall need hearings for the following:

Napoleon is nominated for G.M.

Averroës Nix is nominated for SoEA.

HagridOfTheDeep is nominated for SoIA.

Snowstalker is nominated for Deputy / Assistant A.G.

I'll handle Superique's position with an exec order in the near future.

You would be right except for simfan34. If I am not mistaken, legally the AG could not be GM And thus when he swore in as GM, he technically resigned as AG. So he probably needs a confirmation hearing too.

I must say I approve very much, it is far better then some stupid picture with an image of PA in front of podium. If I had it my way, we would all use historical figures instead:

I prefer slightly more modern and more democratic (if only slightly) myself. ;) You can thank Libertas for this, he inspired it way back in 2010, with his persona's militant support of Louis XIV. 

From the period of Edward IV though, or just a few decades prior, my sympathies rest with the French cause in the late part of the Hundred Years War. That would also was align against the House of Lancaster in the form of Henry VI, whom Edward dethroned if I am not mistaken. The enemy of my enemy is my.... ;)

You should create a coat of arms with a upward dolphin with its head pointing forward and two white roses curving off from either side.

2. Limits placed on individual Senators serving as PPT by this OSPR for prior service as PPT do not limit any Senator from Presiding over the Senate in their capacity as Dean of the Senate.

All resolutions need to be signed except for those dealing with Senate rules since the Constitution gives the Senate exclusive authority to make its own rules. In general all works of the Senate need to be signed except for Constitutional Amendments and Resolutions amending the Senate rules.

I suppose a President could sign a Constitutional Amendment, as a formality, but it he has no power to veto or redraft it.

I'm declaring the office vacant. The President has control over the cabinet.

Thus, Snowstalker is promoted, appointed, raised in rank, etc. :P I'd as soon as he just slide into the position and take over as he suggests. But if a hearing is required, it is required. I'm highly confident that a hearing would not be a problem if it is required.

Why do we spend weeks on end arguing over pointless uncertainties when a mere check of the wiki can give you an answer? :P

Does the Constitution forbid GMs from holding other cabinet positions? If so, the AG has been vacant since Simfan swore in as GM.

And yes, Snowstalker does need a hearing, though he can probably serve as Acting AG for now depending on statute regarding the Deputy position.

1. Improve democratic governance, transparency, accountability, rule of law, and anti-corruption efforts in Ukraine, supporting efforts by the people and institutions of Ukraine to foster peace among the people and regions of the country, supporting the people and Government of Ukraine in preparing to conduct and contest free and fair elections, including through domestic and international election monitoring.
     1.1. A specific amount of money (see Section 4) is to be allocated to help Tatar minorities formerly living in Crimean to relocate to either Ukraine of the Republic of Atlasia (as specified by the Crimean Crisis Act of 2014), and support them in economic terms.
2. Assist in diversifying Ukraine's economy, trade, and energy supplies, including at the national,
regional, and local levels, with a special focus in achieving energy independence for Ukraine in regards to the Russian Federation, especially in light of the blatantly hostile rises in Russian prices for oil and natural gas for sale to the Government of Ukraine.

Section 3: Appropriations:

The Senate of Atlasia grants the following appropriations to accomplish the goals and directives listed on this Act:

4.1. The Senate appropriates $3 billion for the activities mentioned in Section 2.

4.2. An additional $2 billion shall be made available to the NGOs handling appropriations in the form of 30-year term interest-free loans, to be administrated by the Department of External Affairs, in order to facilitate the creation of Russian-dependence-reducing revenue-generating energy solutions.

4.3. Any NGOs receiving or handling appropriations listed before shall be selected by the Secretary of External Affairs while meeting the following criteria:

-The NGOs cannot be involved in any way to the Government of Ukraine and/or Ukrainian politicians, they cannot be involved in any way to the Government of Russia and/or Russian politicians and they cannot be associated with any kind of discrimination.

1.The Republic of Atlasia shall not, nor any regions or municipalities therein, abridge or restrict the right of unionized workers and businesses to establish a "hiring hall", defined in Clause 2 of this Act, method of hiring within a lawfully agreed-upon collective bargaining agreement. The aforementioned agreement may provide for the recruitment or employment of any or all new employees.

2. A hiring hall is defined as an an organization, under the auspices of a labor union, which has the responsibility of furnishing new recruits for employers who have a collective bargaining agreement with the union.

3 All hiring halls established shall be required by law to follow all existing civil rights and nondiscrimination law. Those found in violation of this provision shall be subject to all applicable penalties that would otherwise result in a non-hiring hall environment.

4. The provisions of this legislation shall take affect upon its passage.

Section I
1. The following must be offered free of any additional charge by all public schools operating in the Republic of Atlasia:
A. Each school district shall provide easy access to a fully qualified nursing staff the size of which shall be based upon the size of the student body.
B. Each school district shall provide student access to at least one qualified child psychologist or other mental health professional.
C. On-site guidance counselors.
D. Lunch and breakfast options must be provided by schools for all students.
E. Schools will provide tutoring services for students.
F. Schools will make a good-faith effort to provide quality on-site daycare for students and faculty if there is a demand for the service.

Section II - WiFi Expansion
1. $11 billion will be appropriated to ensure that every public high school within any area subject to the jurisdiction of the Republic of Atlasia has total access to a high speed WiFi network.

Section III - Expanded Access to Computer Technology
1. All public schools lacking adequate technology including computers and projects shall be eligible for a federal grant not to exceed $50,000, with districts selecting the systems, software, and hardware most suitable to their needs.

Section IV - Textbooks
1. Each public school teacher will receive a $1000 grant for the selection of his or her own classroom textbooks.  These textbooks may be ordered upon approval of his or her district education board.

Section V: Financial Responsibility
1. The Atlasian Federal Government shall have full responsibility for funding the elements of this act. No school or school district will be held responsible for noncompliance with this bill due to a lack of funds.
2. No school or school district will be required to re-appropriate funds from other areas, or to raise taxes or fees, for the purpose of compliance with this act.
3. No school or school district shall in any case lose any funding required of the Federal government by prior law as a result of noncompliance with this act.

5.3. The advertising of all drugs, medicinal or recreational, is prohibited effective January 1, 2014.

6.4. No employer may discriminate against potential hires or existing employees on the basis of marijuanadrug use outside of work (with exceptions as described in Subsection 5 of Section 1 of this Act), and no employer (with exceptions as described in Subsection 5 of Section 1 of this Act) may require potential hires or existing employees to submit to a drug screening as a condition of employment, before employment, or while being employed, effective upon the passage of this legislation.

5. Subsection 4 of Section 1 of this Act shall not apply to sports clubs, sports leagues, or other athletic organizations.

Section 2: Hard Drug Legalization

1. Existing criminal penalties established by the federal government concerning the sale of heroin, morphine, methadone, opium, amphetamine, ketamine, PCP, cocaine and methamphetamine and the substances, plants, or chemicals needed for their processing, shall be abolished throughout the Republic of Atlasia. Regional governments shall henceforth have all authority over policy concerning the sale of the substances mentioned in Subsection 1 of Section 2 of this Act.

2. No Region may, however, enact any law providing for the commercial sale of the substances mentioned in Subsection 1 of Section 2 to persons under the age of sixteen.

3. All persons currently serving time in prison for the possession, transportation, sale, or consumption of the substances mentioned in Subsection 1, who have not committed any other crime, and who have not already been transferred to rehabilitation centers (as per the Comprehensive Drug Reform Act of 2013) to fully deal with the scope of their addiction are hereby granted amnesty. Those currently in rehabilitation programs shall be given the option of choosing to continue said programs or return home, effective upon the passage of this legislation.

Section 3: Implementation
 
Unless otherwise specified herein, the provisions of this legislation shall take full effect January 1, 2015.

Recognizing the effects of media coverage of suicides and Mental Health, the Senate passes the following to ensure proper and up to date ethical and health guidelines are made available to media outlets.

Title: This bill is to be entitled DYCOY Mental Health Reform Act Part II

1. The Agency for Substance Abuse & Mental Health Services within the Department of Internal Affairs shall be responsible for the formulation of appropriate guidelines in conjunction with the agency for Health Resources & Services Administration, within the same said Department.

2. These guidelines are to provide appropriate boundaries for coverage of topics related to issues of mental health and suicides.

3. The focus of these guidelines shall be to maximize the amount of public knowledge and information whilst minimizing to the greatest extent possible adverse risks in the realm of stigmatization of those suffering from a mental illness.

4. As it relates to the coverage of suicides, the primary focus will be to be minimize the risk of the phenomenon known as "suicide copy-cats" whereby an individual suffering from similar conditions elects to commit suicide in the wake of news media coverage surrounding a person with those same conditions that committed suicide.

5. All of these guidelines be regarded as nonbinding legally, but shall it shall be the aim of the above agencies to establish them as generally accepted and followed throughout the news-media industry.

6. These agencies shall annually review and revise these standards based on the latest available research from peer reviewed and credible studies conducted within the fields of psychiatry and psychology. 

7. The above mentioned agencies shall, for the duration of a year, operate advertisement programs with the purpose of preventing suicides, especially copy-cat suicides and adverting the program outlined in clause 8. The advertisements shall be broadcasted in television and radio networks, printed in newspapers and posted as placards. The funds of $20 Millions shall be apportioned for this means.

8. The above mentioned agencies shall, in cooperation with the Red Cross Atlasia and other NGOs dealing with mental health, outline a free call service for people in need of counsel. The call service shall be free to call from everywhere in Atlasia. Medical personnel is to be supplied by the Red Cross, and paid in cooperation with the Republic of Atlasia.

9. All pre-existing legislation establishing programs similar to those of clauses seven and eight shall be hereby repealed.

3.The Republic of Atlasia hereby resolves to correct the mistakes of the past and embrace a foreign policy agenda committed to respect for human rights and aiding the expansion of democratic forms of government. The Republic of Atlasia hereby resolves:
    (a) support for all international and mulitlateral peacekeeping efforts aimed at stopping the aggression of one nation against another and aimed at the prevention of genocide and;
    (b) that it will not act in a unilateral matter concerning the internal affairs of another nation except in cases of exceptional humanitarian need or in the case of an attack upon the Republic of Atlasia by the nation in question.

4. Upon the passage of this legislation, the armed forces of the Republic of Atlasia shall begin a reorganization process in an effort to reduce duplicitous or unnecessary spending, improve defensive capabilities, and upgrade ailing equipment. The armed forces shall do so in a manner consistent with what is outlined below, and shall have a period of five (5) years from the passage of this legislation to complete this process:
    a. The Republic of Atlasia Marine Corps. shall be folded into the Army of the Republic of Atlasia. Subsequent troop numbers shall be reduced to 295,000 active duty personnel upon the completion of the merger of the Republic of Atlasia Marine Corps. with the Army of the Republic of Atlasia.
    b. The Republic of Atlasia Coast Guard shall be folded into the Navy of the Republic of Atlasia. Subsequent troop numbers shall be reduced to 291,000 active duty personnel upon the completion of the merger of the Republic of Atlasia Coast Guard with the Navy of the Republic of Atlasia.
    c. The Army of the Republic of Atlasia, the Navy of the Republic of Atlasia, the Air Force of the Republic of Atlasia, and the National Guard of the Republic of Atlasia shall, upon the implementation of the above directives, be reconstituted as component parts of a single Armed Forces of the Republic of Atlasia, with a unified command structure.

5. The Second Military Division Appropriation Act and the Nuclear Restriction Act are hereby repealed.

6. Unless otherwise stated herein, this legislation shall take effect upon its passage.

The Public Sector Strike Curtailment Act has passed the Senate and is presented to you for executive action:

The Public Sector Strike Regulation Act

1. Henceforth, strikes (defined here as refusal to perform the task that the striker is employed to do) shall be prohibited on the part of all public employees, except when the following conditions are met:
 1a. A ballot must have been called by the union that represents said employees, who must be members of a recognised labor union.
 1b. No union member must find him or herself compelled to strike by the union in question.
 1c. Intended strike action must be announced to the relevant authorities within in a period of at least one week before the proposed date of the strike.
 1d. The above four conditions are to be deemed irrelevant with regards to the Army of the Republic of Atlasia, the Navy of the Republic of Atlasia, the Air Force of the Republic of Atlasia, the Marine Corps of the Republic of Atlasia, the Coast Guard of the Republic of Atlasia, the Federal Bureau of Investigation, and doctors, nurses and other employees where striking would threaten the health and life of atlasian citizens. Strikes in these sectors will be prohibited under any circumstances.

2. Should any employee or group of employees break the law and partake in an illegal strike, then certain penalties, at the relevant departments discretion may be imposed upon them, as listed below.
 2a. Upon partaking in their first illegal strike (as defined in Section 1), the offender may be given a pay cut of 25% of their salary for a period of six months.
 2b. Upon partaking in their second illegal strike, the offender may be given a pay cut of 25% of their salary for a period of twelve months.
 2c. Upon partaking in their third illegal strike, the offender may be dismissed from their job, but will be permitted to re-apply for that job within one year. During that time, they may also be prohibited from applying for another job in public service.
 2d. Should an three-time offender be re-hired in public service, then another (fourth) act of participation in an illegal strike may see the offender dismissed from their job, and given a life-time ban on working in public services.

3a.This bill will make provision for the establishment of the Atlasian Board of Arbitration and Conciliation (ABAC), a public service designed to help arbitrate industrial disputes in order to lessen the possibility of strike action.

3b. ABAC shall be an independent non departmental government body which shall help to arbitrate in industrial disputes, by mediating between the relevant departments, and by resolving industrial disputes before they lead to strikes
3c. ABAC shall also be a free public service open to all private sector companies who wish to use its services.

4,. This legislation shall take effect upon its passage.

The Energy for the Future Bill 2014 has passed the Senate and is presented to you for executive action:

1. The Senate to create the National Energy Fund (NEF)

2.  All energy producers/fuel suppliers must provide a minimum of 20% of all pre-tax profits towards research and development, including renewable technology and innovations in energy-efficiency. This can be a verified in-house program or funding to a recognised and accredited third-party. Failure to do so, will permit the Federal Government to impose a tax penalty of 20% above their existing Federal corporate tax liabilities. Any funds collected through these tax measures will be put towards the NEF.
 
3. 30% of funds collected through the national carbon tax, to be placed directly into the NEF.

4. The NEF will fund
4a. Increases to the value and expansions of eligibility of low-income energy supplements.
4b. The provision of 'Household Energy Credits', to enable households to undertake energy-efficiency activities, including installation of solar panels, double-glazing or improved insulation.

5. A full independent inquiry into the energy sector be undertaken. With recommendations to form a longer-term plan for Atlasia's energy sector. The terms of reference are to include the option for partial or full nationalisation as well as options to expand nuclear, natural gas and renewable power.
