Ah, I didn't see that one!

Well the biggest problem right now is the rising unemployment, which is due to a bit of insecurity nationally, I think the best way to move forward would be a regional tax credit to businesses who hire employees and tie it to the employee's wage (to a certain degree).

One tax solution that I really believe will help the region is a progressive real estate tax (I know it sounds like a generic liberal campaign message). If we put in place an estate tax for inherited properties whose worth is $3,000,000+ (the amount would be determined by the legislature), we could bring in some badly needed tax revenue while not harming the poorest members of our society.

During my tenure we did something of a regional tax credit, though it was more aimed at small businesses more hurt in a period of rising unemployment and economic uncertainty.

(Really a non answer but) I think the current regulations are fine.

What are the current regulations?

Quote from: Liberalization Act of 2013
1. The federal Legalization of Prostitution Act is recognized as applying to the IDS.
2. Gambling in the forms of bingo, poker, lottery, pari-mutuel betting, and sports betting shall be legal throughout the region. All forms of gambling in order to raise money for charities and all forms of gambling conducted on Native American reservations or at racetracks shall be legal throughout the region....

Title: Re: Flo for IDS Emperor
Post by: Flake on December 18, 2014, 05:22:01 PM
So your answer is... none? You don't support any restrictions any gambling?

It's legal for certain types of gambling, and for all types of gambling for charitable purposes, of course I'd go to the legislature to amend the bill so that no inhumane types of gambling is going on (like cockfighting).

So I guess I do support some changes in our gambling system. :P

Title: Re: Flo for IDS Emperor
Post by: Flake on December 18, 2014, 05:57:46 PM
Would "inhumane" forms of gambling include horse racing?

I don't think that horse racing itself is inhumane, but I think that the horses can be subject to a lot of abuse from some terrible owners, so I don't think I'm too much in support of gambling on horse racing since gambling could worsen the problem.

My friends,
last night I won the race for IDS Emperor, and with nearly 90% of the vote! I am extremely happy with these results (and the fact that the IDS had higher turnout in this election compared to the at-large Senate election in this region, 70% for Emperor compared to 58% for Senate)!

I know, with the legislature, we can move the Imperial Dominion of the South forward, and I welcome all of you to pitch in ideas on what we can do to lower unemployment and grow wages.

Thank you very much and Dave bless!

Quote
Taxpayer Receipt Act
1. Every fiscal year, the residents of the IDS will receive a letter stating how their tax dollars are spent.
2. The letter will detail expenses based on: Education, Higher Education, Social Services, Transportation, Justice, Economic Development, Environmental Protection, Elected Officials, Debt, Buildings, Payments to Private Contractors, and b General Government.
3. The receipt will show how much of their taxes are spent on each subject percentage wise (ex: Jose pays $4000 in income taxes to the regional government, he pays $400 of his taxes to Higher Education, therefore, 10% of his taxes are spent on Higher Education and both are marked as such on the graph).
4. Every resident will also be sent a letter with a pie graph showing how their sales tax is used for each of the previously listed subjects (ex: 7% of the money made from sales tax goes to Economic Development and that's how it's listed on the graph).
5. The sales tax letter will not include an individualized break-down of how much of the recipient's sales tax dollars were spent and will instead treat each recipient as though his or her sales taxes were the regional average.
5 6. The income tax receipt will show the dollars allocated to each subject based on the household income reported to the regional government the previous fiscal year.

x Flo

This piece of legislation is certainly great news for the people of the Imperial Dominion of the South, and I'm very happy that it passed!

I'd like to take this time to formally endorse the Bore/Bacon King ticket in the February Presidential election.

These two are smart, no-nonsense leaders who can move our country forward, and ones who will help our region move forward as well.

I wish them the best of luck and my unequivocal support.

Good morning everybody!

The legislature just expelled Mr. Yelnoc, so I'm looking for some qualified applicants to serve the South!

Thank you all very much!

So a few people are messaging me about something and I'd like to make a couple of points.

  • I recruited one person to register in the Imperial Dominion of the South, Miles, so that we could have more active voters in all of our states.
  • I'm not trying to destroy the Mideast, nor am I trying to recruit conservatives to the South (lol).

Although I welcome the increased activity, I won't be threatened by a certain Governor on claims that have no basis in reality.

Thank you all very much for your time.

I'd also like to point out that we still have a vacant seat in the legislature that needs to be filled, only for a week or so.

I'd like to say that I'm extremely happy that we have a new person that will be stepping up to be the next legislator to fill out the remainder of Yelnoc's term!

I'd like to appoint badgate to the legislature of the Imperial Dominion of the South!

Congratulations! ;D

I'd just to like to point out two things.

1. The IDS has ratified the Reintroducing the Efficient Referenda Amendment (https://uselectionatlas.org/FORUM/index.php?topic=205707.msg4455324#msg4455324) with a vote that is (currently) 3-0, with Maxwell, Dereich, and badgate voting in favor of the amendment.
2. There's still six hours left to vote in the IDS election! Please vote! (https://uselectionatlas.org/FORUM/index.php?topic=205857.0)

I'd like to congratulate Duke, Maxwell, and X for being re-elected (in Duke's case, elected) to the Imperial Legislature! I'd like to thank everybody who voted in this election, and I am very pleased that I will have the chance to work with a hardworking group of accomplished legislators!

I also have full election results up here (https://uselectionatlas.org/AFEWIKI/index.php/IDS_January_2015_Election).

The Recall Amendment (https://uselectionatlas.org/FORUM/index.php?topic=205743.msg4449970#msg4449970) fails in the Imperial Dominion of the South, with Representatives Maxwell, X, Badgate, and Pingvin voting against the measure, and with Representative Dereich abstaining.

Statement on the situations in the Mideast and the Midwest:

In recent days there has been a lot of electoral shifting in 2/5ths of our regions, the Mideast and the Midwest. I would just like to say that, after the deregistration of Tmth and the (1 year) banning of Fitzgerald, that those regions have two qualified people as Governor, in the Midwest, Gass, and in the Mideast, TDAS04.

I am confident that these two men will serve their region well now and in the future, and I'd like to congratulate them on becoming Governor. I hope to have a good relationship and to collaborate with you gentlemen to move all of our regions forward through trade, transportation, and large-scale, national projects.

Y'all are going to do great things.

Attorney General ZuWo:

I, along with many people of this great region, support Tyrion's return in Atlasia, and there's no reason that a man who already served his time should face a longer sentence, especially because the mods forgot about him and he served longer than he needed to.

Tyrion is an accomplished Atlasian and it just seems like a waste of time to convict him of being a sock for the aforementioned reason, and in addition to that, Tyrion has come back in a way that the law states he should, and this, ZuWo, is injustice at work.

You, like all people, should know I am quite skeptical of giving people second chances after they're banned, but I am telling you that Tyrion should be allowed to stay in this game and be given a second chance.

It's just the right thing to do.

Hey y'all, the voting booth for the Duke-Glory Days Amendment is open, and (although I prefer for it to be a unanimous aye decision,) I'd love to see a 100% turnout in this election.

https://uselectionatlas.org/FORUM/index.php?topic=207708.0

Also, once again, #flo is open for business, we've discussed topics ranging from the amendment to possibly adding a Lieutenant Governor, to increasing the number of legislators from three to four (with a LG as a tiebreaker). Any issue, anytime, come to #flo. We may or may not be talking about Atlasia gossip as well

Title: Re: Office of Governor Flo - Deeply Disturbing Developments
Post by: Flake on February 23, 2015, 12:28:39 PM
I've been notified of some deeply disturbing developments;  our census files have been taken from a Memphis facility. This is unacceptable on behalf of our government, and I must apologize that our security was too weak to see criminals walk in and steal these documents. I'm ordering an investigation, with help from Memphis Police Chief Toney Armstrong and with help from President Lumine's best federal detectives. I've alerted police chiefs all across our region, from Elizabeth City, North Carolina to San Juan, Puerto Rico about the criminals and the consequences that these people will face if the documents aren't obtained quickly enough.

In the meantime, I need all citizens to contact local police if they suspect someone in their town has these documents. I'll be introducing legislation soon to the Southern Legislature to increase security in government offices.

I thank each and every one of you for your time and for your efforts in locating these documents.

Title: Re: Office of Governor Flo - Deeply Disturbing Developments
Post by: Flake on February 24, 2015, 06:25:49 PM
As some of you may know, I received an anonymous letter last night from the criminals that stole the Southern census files, and they demanded that in order for these stolen census files not to be destroyed, I'd have to pay them $200,000. Attached to the letter was one of the stolen census files, this one in particular was on Alana Thompson, a nine year old from Georgia. As most know of y'all know, I issued an order earlier today to federal investigators to determine the location of this criminal and for local police to blockade roads 100 miles away from whichever city the criminal came from, and he was right in our backyard. Six miles from our capital in Memphis, the criminal was arrested in his car, and it was found that he held about half of the documents in his vehicle.

This does not mean that the job is over, we're only just beginning the search and recovery for these missing files. This was a lucky strike for us, but there is a mastermind behind this, and I'd like to tell him or her this.

[Southern authorities will find you and prosecute you for these crimes against our region and against all of these innocent people, and we will not stop this search until we find you.

Neighborhood Teacher Act

Purpose
The Neighborhood Teacher program is intended to prepare highly skilled, committed teachers who will teach in high-poverty schools and who will commit to remain in these schools for substantial periods of time.

Neighborhood Teacher
1. The South will establish a Neighborhood Teacher college scholarship  that aims to provide four-year college scholarships and government support to low-income high school seniors who are committed to teach in their district's high-need public schools.

Scholarship
1. The Neighborhood program shall provide four-year scholarships of $8,200 per year to select high school seniors who graduated from a public high school in the South, were eligible for free or reduced price lunch throughout their four years of high schools, commit to (within two years after college graduation) to teach for four years at a public school where at least 45% of students qualify for free or reduced lunch, and is in the same state where they graduated high school.

2. The scholarships shall be provided through a competitive application process. To select scholarship recipients, the Southern Legislature shall designate a committee of highly-qualified people who reflect the socioeconomic diversity of the district’s high-poverty schools.

3. The minimum GPA requirement for students applying to the Neighborhood program shall be a 2.5.

4. In the event that any scholarship recipient fails or refuses to comply with the teaching obligation under subsection 1, the sum of the amounts of any scholarships received by such recipient shall be converted to a loan and be subject to repayment with interest. The interest will accrue from the date of the initial scholarship award, in accordance with terms and conditions specified by the administrator organization. The scholarship administrator may establish provisions for partial forgiveness of the loan if the recipient partially but does not fully fulfill his or her teaching obligation.

Appropriations
1. The number of scholarships available each year will be based upon an annual appropriation by the Southern Legislature.

Effective Date
1. This law shall become effective on July 1, 2016.

Complete Streets Act

1. Bicyclists and pedestrians are prohibited by law from using the street or facility. In this instance, a greater effort may be necessary to accommodate bicyclists and pedestrians elsewhere within the right of way or within the same transportation corridor.
2. The minimum size for a city to be included in this project will be 250,000 persons as of the latest census estimate.
3. Scarcity of population or other factors show there's no need to construct bike and walk ways, with consideration given to future population growth. The design and development of the transportation infrastructure shall improve conditions for bicycling and walking through the following additional steps:

Planning Projects for the Long Term
Transportation facilities are long-term investments that remain in place for many years. The design and construction of new facilities that meet the criteria in the above stated exemption conditions should anticipate likely future demand for bicycling and walking facilities and not preclude the provision of future improvements. For example, a bridge that is likely to remain in place for 50 years might be built with sufficient width for safe bicycle and pedestrian use in anticipation that facilities will be available at either end of the bridge even if that is not currently the case.

Addressing the Need for Travel Corridors
Even where bicyclists and pedestrians may not commonly use a particular travel corridor that is being improved or constructed, they will likely need to be able to cross that corridor safely and conveniently. Therefore, the design of intersections and interchanges shall accommodate bicyclists and pedestrians in a manner that is safe, accessible and convenient.

Exemptions
Exemptions regarding the installation of bike and walk ways will be approved by a Complete Streets Committee and be documented with supporting data that indicates the basis for the decision.

Designing Facilities
The design of facilities for bicyclists and pedestrians should follow design guidelines and standards that are commonly used by the Atlasian government.

I'd like to congratulate Legislators Duke and X for their re-election, and for the Judicial Overlord PiT winning the seat being vacated by Maxwell. There was a voter turnout of 72% which is nothing to scoff at!

Now with the election of PiT, I have been asking qualified Southerners to serve as our Judicial Overlord, and I am announcing that I am nominating the former Chief Justice of the Supreme Court of Atlasia, TexasGurl, as our Judicial Overlord.

From what I understand, the Legislature will vote on her nomination, and I encourage all Legislators to vote in favor (because you really can't be in better hands than with a former Chief Justice)! :D

Thank you all very much!

Since I am running for re-election, I might as well put out my platform on what I'll advocate if elected again by the good people of the South.

Environmental Protection
If y'all vote me in again, I'll put forward bills that increase the efficiency of our buildings (including motivating older buildings to upgrade their buildings through incentives), encourage the growth of the clean energy industry (leading to many jobs not just in the energy business, but the construction business as well), just common sense ways to increase our efficiency and make the South a region of energy independence.

Consumer Protection
If re-elected, I'll put forward bills that prevent tenants from unreasonable evictions (particularly in mobile home parks), requiring private arbitration companies to publish series of data about the cases to bring transparency to the process, and my biggest goal will be to protect consumers from unfair tactics by payday lenders.

Taxation and Government Transparency
As the person who originally authored the Taxpayer Receipt Act, I know that it is important for us to continue our fair tax policies, and I will continue that belief in my second term. I'll crack down on major tax evasion, I'll author bills that make sure that the business partners we contract with are law abiding, and I'll make sure that the people know what our government is doing, requiring us to disclose online information about government programs and services.

If you stand with me, we can make real change in our government, and I hope to earn your vote in the next two weeks.

Thank you very much.

Stop PMing Me Act

1. Effective immediately upon the passage of this bill, the government of the South shall establish a Do Not PM list.

2. Any voters living in the IDS who does not wish to receive campaign PMs may add themselves to the Do Not PM List by signing their username in the list's thread.

3. Any voters whose names have been added to the list should not be sent a sample ballot, encouraged to vote for a specific candidate by either a candidate or a candidate's supporters via PM, or sent a PM reminding them to vote in any Gubernatorial, regional legislative, or regional Senate election.

4. Anyone wishing to be removed from the Do Not PM List may have their name removed by making a post in the list thread requesting that their name be taken of the Do Not PM List.  However, no voter may add or remove himself from the Do Not PM List at any point during either last 48 hours before the voting booth opens in a Southern Gubernatorial, regional legislative, or regional Senate election or while the actual voting in one of the aforementioned types of elections is underway in this region.

5. Any voter adding his name during the period described in section four shall not be recognized as having added his name to the Do Not PM List until the officially designated close of the election.

It's not clear to me that this bill is constitutional, and as Duke had said, these sort of things have not ever worked in the past. Therefore, I am vetoing this bill.

A fine decision. I don't see any reason to saddle anyone with keeping a list together that no one will read and has no penalty for violating its terms.

I thank the southern governor for having vetoed a such unworkable law. The concept was since the beginning dumb.

()

It's not clear to me that this bill is constitutional, and as Duke had said, these sort of things have not ever worked in the past. Therefore, I am vetoing this bill.

Terrible decision, but I can't say I'm surprised.

Speaking as a conservative, I see no reason to support DeadPrez over Flo. Ask Flo, he'll agree with conservatives that we need to take action to stop the spread of communism in Atlasia. That's what Labor is. It is quickly becoming a communist party.

I believe Flo will pursue and enact policies that are suitable to conservatives. DeadPrez will neither pursue nor enact. He'll take the oath of office and leave after a few months without much happening in between those two milestones.

Why anyone would vote to not re-elect Flo is beyond me.

It isn't an accurate statement to say that Cris is a conservative. I would honestly disagree with the notion that he's much to the right of Flo, if he's to the right at all.

We did it!

From all of your hard work, all of your messaging, campaigning, and most important, voting, had brought us over the finish line in a blazing line of glory, winning in a landslide.

This victory showed us quite a few things, including one of the highest turnout rates (if not the highest -- I'm not about to look through 10 years of voting booths) in Southern history: at 88%. We saw the highest turnout rate here as well; our election had a 16% larger turnout rate than the National At-large election, and a 33% larger turnout rate than the Northeast Assembly election. We saw a victory that saw us win by a 2-1 margin, and I'm thankful and honored that the South chose to re-elect me, and they chose the route of activity and big ideas, and we will be doing big things in my second term.

Did I also mention I'm the first incumbent since 2010 to win a second term? ;D

Y'all ain't seen nothing yet. ;)

I'm going to keep this short: Basically we're spending $130b more in the 2014 fiscal budget than necessary (funds funneled towards a program that didn't even exist anymore), so I'm putting together a tax commission, consisting of Potus and Averroes Nix, deciding how and where we'll put these tax dollars to use.

Here's what happened: in the FY2014 budget, the legislature spent $130 billion on a healthcare program that didn't even exist before. It's a great example of budgetary oversight, but we're able to end some taxes, expand the pension plans of our workers, and still stay in the green, and it's a unique opportunity we're in, and we should expand the surplus slightly as well.

I'd like to take my time today to announce my support for the reelection of our dear President Bore. As y'all know, I was one of the first people to endorse him in his initial bid for the Presidency, and not for a moment have I regretted that decision. President Bore has served with the people of Atlasia in mind, governing with fairness and integrity, and it would be a crying shame if he is not reelected.

My friends, people of the South; I urge each and every one of you to support our President in his bid for reelection.
