Skills and Retraining Assistance Program Bill
Section 1 Adult Education Loan or Grant
1. When a company is closed down or lays off workers, those workers are eligible to apply for a Adult Education Loan or Grant
2. The amount for an Adult Education Loan (AEL) shall be up to $20,000, an Adult Education Grant (AEG) shall be up to $10,000.
3. Either a AEL or AEG may be used only for assisting in paying for re-training programs or furthering education at a Technical School, College, or University.
4. Those eligible may only receive an AEL or AEG once per employer induced unemployment.
5. The Program shall be administered by the Bank of the Midwest.
Section 2 Funding
1. A fund of 5 Billion dollars shall be set aside each budget cycle.
2. When unemployment falls below 5%, the amount allotted shall be reduced to 2.5 Billion.
Section 3 Implementation
1. This bill shall become law, after passage and approval from the Governor, after the funds have been allocated in the Budget of the Midwest.

I feel the legislation is fairly self-explanatory. The unemployment rate of the Midwest was at 9% when this was written, now it is under 6%, which is great. However, many employees may see a pink slip following the end of the holidays. This bill will help the chronically and recently unemployed be able to adapt to the changing jobs market.

Any idea what the interest rates would be on these loans or would that be up t the Bank of the Midwest?
