Failing public schools in the Mideast Region shall be required to hire a minimum of one additional teacher per 30 students for as long as the public school is still failing. 2. A failing public school is defined as a school where fewer than 50% of the students have tested proficient in math or reading in the previous 3 years, or a high school where the graduation rate is below 50% over the previous three years. 3. Once a failing public school is no longer failing for 3 consecutive years, the additional teachers shall be retained or discharged on a case by case basis as determined by the school. Section 2. Rewarding Good Teachers 1. A public school in the Mideast Region can choose to participate in a yearly teacher evaluation scheme to be determined by the local public school board, which gives each teacher a score between 0.0 and 4.0. If the local school board is unable to create a teacher evaluation scheme by the end of a school year, no public school covered by the school board shall be eligible in that year. 2. Teachers who score in the top 50% but not in the top 10% of the teachers evaluated in each school shall be eligible for a bonus worth 10% of their yearly wage in that year. 3. Teachers who score in the top 10% of the teachers evaluated in each school shall be eligible for a bonus worth 25% of their yearly wage in that year. 4. If a Mideast government evaluator finds the teacher evaluation scheme used by a public school board to be unacceptable, the school board must revise or discontinue their teacher evaluation scheme. 5. The degree of confidentiality of the teacher evaluation is to be determined by the school boards. Section 3. Miscellaneous 1. All public school teachers in the Mideast Region undertaking further courses or training related to teaching in a certified Mideast educational institution will have 50% of its cost reimbursed by the Mideast government, up to $5000, adjusted for inflation. 2. Mideast public schools have the option to require select teachers to undergo further courses or training related to teaching in a certified Mideast educational institution, so long as the cost of the program is under $5000, adjusted for inflation. In this case the Mideast government shall reimburse 100% of its cost. 3. The minimum yearly starting wage for a public school teacher with a post-graduate degree not related to teaching shall be $50000, adjusted for inflation. 4. All sections of this act shall come into effect at the beginning of the 2015-2016 school year. My estimates suggest ~5% of Mideast students are in a failing public school by the definition of the act, and that this act will result in 40% more teachers at those schools, or about 2% more teachers overall.
() With 3.3 million public school teachers in Atlesia's states I estimate there are 825k teachers in the Mideast. So that makes 17k teachers to be hired. An average teacher in the Mideast makes $55000, although initial costs are expected to be lower since the average entry wage is $35000. However with section 2 average teacher wage will be increased 6.5% to 58.6k. The cost will be $2.5 billion per year for teacher bonuses, $770 million per year to hire additional teachers, and $30 million a year for miscellaneous items and administration, for a total of $3.3 billion per year. I would like to hear what parts of the bill my fellow legislators like or dislike. Or if anybody has more accurate statistics. When it comes to helping the region's disadvantaged children I believe the costs should not be the overriding concern. In fact I believe it is suggestible to either lower the threshold at which a school is considered failing or introduce a provision for other schools which are not "failing" but still performing at an unsatisfactory level to receive additional teachers. Education has always been a top priority of mine.
