3. Littering, vandalism, and related crimes, when committed within a Regional or National Park or any other such protected area in the Northeast Region, shall carry an additional fine of up to $25,000.
4. The Northeast Government shall allocate $2.5 billion for the purchase and restoration of additional nature reserves.

the issues facing our environment are the most important, far-reaching issues of our time. obviously this bill isn't nearly enough, but i think it's about as big of a small step as our regional government has power for.

Just a housekeeping detail, you may wish to rename the bill

Defend Our Magnificent Environment (DOME) Act

so you have the D the O the M and the E.

I can agree with points 3 and 4 of the bill, however, points 1 and 2 are way overkill.

Point 1 would be impossible to complete and point 2 restricting traffic is simply not feasible, practical, or enforceable.

Generally, I like this. Section 2 should mesh well with a congestion pricing plan which we passed a few months ago. I would like a lower fin for Section 3 though, since while I do think the environment should be protected with the itmost importantce, people can be deincentivized from littering with fines far less than $25K.

I agree we certainly cannot go around issuing $25,000.00 fines because someone drops a gum wrapper on the ground.

Most of this bill is way overkill and completely impractical.

I will not support it in its' present form.

Maybe what could work is a fine system that's based more on specific offenses? Like I'm pretty sure minor littering can be dis-incentivized with a fine probably below $1000, while something more serious, like using a park as a dumping ground for industrial waste can incur the full $25K (or more).

there's a reason i wrote "up to $25,000". i think we can trust our justice system not to drop the maximum fine on someone who accidentally dropped a gum wrapper. :p

Yes I realize that, but I don't want some tree hugging judge imposing his own radical eco vengeance on some poor guy with a wife and three small kids to support because he accidentally left a pair of baby shoes at the campsite, messing up the environment.

The fines structure needs more clarification.

Up to $25,000.00 is very vague.

But I will not be voting in favor of this bill.

Restricting traffic is simply not on the radar for me.  It would have the effect of hampering business and commerce in the region, having a negative effect on the economy.

If someone gets the wrong color sticker, what are they supposed to do, buy a new automobile?  No, not practical, most people simply do not have the money to get a more fuel efficient automobile.

The fines proposal is subjective, and open to interpretation.

I simply do not see this bill as being feasible, practical, or enforceable.

I feel more comfortable with the bill due to the amendment.

On restricting traffic, I beleive the key, which evergreen has addressed, is that regulation should lie with local municipalities, and they can figure what works best for them.
