Now, obviously the Atlasian Refugee Act of 1980 vests all power in quotas for refugee handling exclusively in the executive branch - namely, in this case, the President - with the notion that refugees processed and accepted are admitted based on the definition of "any person who is outside any country of such person nationality or, in the case of a person having no nationality, is outside any country in which such person last habitually resided, and who is unable or unwilling to return to, and is unable or unwilling to avail himself or herself of the protection of, that country because of persecution or a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion".

Furthermore, since the definition of refugee excludes "any person who ordered, incited, assisted, or otherwise participated in the persecution of any person on ... account of race, religion, nationality, membership in a particular social group, or political opinion", the refugee vetting process will handle any possibilities for organized discrimination of groups based on religion and will exclude anyone falling under this definition from qualifying for refugee status.

The White House is willing and looks forward to working with anyone and everyone on this matter in the coming days and weeks.

STATEMENT REGARDING REFUGEE CRISIS

We are all familiar with the massive refugee crisis currently unfolding throughout in Syria, the Middle East and into Europe. As a world leader, it is Atlasia's job to play a significant role in any humanitarian crisis as it unfolds, which is exactly what this country will do.

In full compliance with the Refugee Act of 1980 and in conjunction with the FBI, the Department of State, various other national and international intelligence agencies, the Regional Governors and, if necessary, the Senate, I hereby announce that the refugee cap outlined in the Refugee Act of 1980 shall be lifted from its current ceiling of 70,000 per year to a ceiling of 150,000 per year for a period of two years.

It is this administration's initial plan that a minimum of 70% of the total refugees in the first year (105,000) under the new ceiling be of Syrian origin, however inevitably, the needs-based criteria outlined in RA1980 will be the guiding factor. The plan will prioritize the selection of refugees who are already present in western Europe, as a way to provide pressure relief to the most over-burdened areas currently accommodating the influx of refugees and to ensure that the highest percentage of applicants are individuals truly focused on escaping the current situation (and who have demonstrated such resolve in their actions).

Initial quotas from Governors as to the number of refugees each will be willing to voluntarily accept will be considered as part of this plan, with any remainder being allocated to the Regions based on a formula solely under my discretion. More information will be forthcoming in the coming days, but the process of background checks and collaboration with our foreign allies on such matters will begin immediately through channels involving the aforementioned entities.

Mr. President one question, the International Concordia reported this week that the Arabian States will take over 1,000,000 European Refugees with that being we are bascially letting Europe have no refugees at all. I would ask as SOS if you could take the refugees from their homeland so they are easier to have checks on with questioning people that know them from their camps,hometowns,mosques,churches etc. Also taking the people straight from their homeland decreases the chance that we make a mistake and allow a terrorist in since we are talking to people on the ground about them and not talking with all due respect to our friends in Europe who know very limited information about the refugees.

Mr. President, I do not agree with the previous quota system proposed by the Secretary of State, and support your lifting of the cap and increasing the number of refugees we take in.

However, I do have a request: I understand that Sunni Arabs are the vast majority of the population in Syria, and a significant minority in Iraq. However, ISIS seems to be especially going after ethno-religious minorities such as the Kurds, Shi'ites, and the relatively small amounts of Christians, Jews, and others. Is there any plan to grant priority status to minority groups that are specifically targeted by ISIS?

1.   From 1 January 2016 all Federal prisons, or any other institution of criminal detention, currently being managed, owned or operated by a private company, on behalf of the Federal Government, will be returned to the full control of the Federal Government.
2. Those previously incarcerated under old drug laws for offenses that have since had their criminal penalties reduced or removed entirely shall be subject to review of their sentences based on a criteria using the new statutes for said crimes and their subsequent behavior whilst in prison. These sentences maybe reduced through this process in accordance with the new law, but shall remain subject to any sentences for any crimes as established by law.
3.   All contracts that are due for renewal before 1 January 2016 will be renewed, however, only until 31 December 2015 with clauses to indicate that this will be a transitory contract and the Federal Department of Internal Affairs and the Justice Department will assume an over-sight role until full responsibility is returned.
4.   For those organisations whose existing contracts extend beyond 1 January 2016, they shall be paid out the remainder of their contract, or, whatever the Federal Government is required to do under individual funding agreements.
5.   Operational personnel currently engaged by private organisations will be employed, if they so wish, by the Federal Government. However, all management positions will be opened to a full application process, as is required by the Federal Government and individuals placed on their merit.
6.   A minimum appropriation for this Bill will be $650 million in this calendar year. The Senate may increase that appropriation at any time.
7.   An additional appropriation of $4 billion will be placed into the Federal Budget as an ongoing cost for the management of Federal institutions covered under this Bill.

My Registrar General nominee was confirmed, but sadly, has not been active on the forum in several days. I've attempted contacting evergreen but no reply has been given. Alas, if something doesn't change in the next couple of days, I will need to dismiss evergreen and nominate a new RG so that we can resume normal function of the office. I do hope everything is alright with evergreen and that it doesn't come to this.

2. All packs of balloons manufactured for general sale must contain a warning (outlined below) that makes up no less than 25% of the front packaging and no less than 40% of the back packaging.
a. The warning must have a black background and a white text in capital letters which simply states that "LETTING BALLOONS GO IS LITTERING".
b. The warning must be accompanied by an image, which will alternate randomly on each piece of packaging, which will depict bird and/or marine life and the negative impacts of balloon littering on these animals.
3. All packs of balloons manufactured for general sale must clearly indicate on the front and back of the packaging, separately from the warning outlined in Section 2, which states in capital letters that "HELIUM IS A FINITE RESOURCE."
4. Manufacturers of balloons will have three months, effective upon passage, to find themselves compliant to new packaging standards and those manufacturers found to be in violation of this law will be fined a minimum of $500,000 per violation.  (One violation being defined as one piece of packaging in contravention of the stipulations outlined above.)

STATEMENT REGARDING RECENT NOMINATIONS

There will no doubt be much chatter about my two recent nominations - Windjammer to the Supreme Court and Talleyrand to the Department of Federal Elections.

I will allow the confirmation process to handle any questions, concerns or deliberations with regard to the former, but the latter, in my opinion, deserves an explanation.

The game as a whole is sorely lacking interested talent at this juncture. There have been times where a majority of my cabinet has been vacant because literally nobody wished to fill specific positions. The game's downturn in activity has contributed to this substantially.

Talleyrand approached me about serving as SoFE. I had approached multiple others prior and after the fact; of everyone I asked, all of them either didn't respond or proceeded to de-register from the game (go figure!).

As such, I have accepted Talleyrand's offer - under very specific conditions.

  • His recent fascination with trolling the game cease
  • Any desire to bend or twist election law in order to cause controversy, instability or hilarity is extinguished
  • He was to put forward a list of potential "election loopholes" that have existed for ages, as an offering of the types of loopholes he might be able to potentially exploit as SoFE (introduced in the executive slot by me just moments ago (https://uselectionatlas.org/FORUM/index.php?topic=39557.msg4859456#msg4859456))
  • Additionally, he has asked me to ask the Senate to soften or repeal the ballot editing rule
  • If such loopholes are not addressed by the Senate in time for the next election, he has the authority to utilize these loopholes as he sees fit
  • On all potential matters either not explicitly covered in existing election law or not encountered in the past and/or subject to precedent, he shall invoke what I deem "the Homely Rule", in which leniency and common-sense on the matter shall be utilized, making the judgement call that leads to the least disruption
  • Any breach of these terms by Talleyrand before, during or after an election will result in his immediate dismissal, even if it throws the process into chaos

This will allow us to clean up potential loopholes or processes that may need to be covered in the ConCon and beyond and provide us with an elections officer for the election that is closing in on us. I understand this is a controversial choice, but with nobody willing to take the role, I have done the best that I can in the situation.

Talleyrand is adept at such tasks and has served as Deputy SoFE prior. However, if a trolling spree of the electoral process were to unfortunately manifest with his leadership at the helm, then I hope the game at-large will understand the need for me to act swiftly and will support any necessary decisions being made in such context.

TURNING THE TIDE AGAINST DAESH IN LIBYA

With much unrest throughout the Middle East, it is easy to overlook any one of the numerous crises currently unfolding. One notable crisis that has been causing great unrest is the one in Libya, in which Daesh has made substantial gains in the country over the past several months.

I have always stood for non-interventionist causes - in fact, many conservatives who voted for me and have supported me throughout my career have done so as a result of my strong stance in this arena - and I will continue to adhere to this concept. However, providing assistance to our allies in times of need does not fly in the face of my principles.

The State Department currently is in negotiations with the Libyan government to determine how Atlasia can best help in an auxiliary capacity in the fight against ISIS. In the coming days, I intend to announce plans for how we will do just that. Recent events in Sirte and beyond show that the tide is turning against Daesh in Libya. We owe it to the Libyan people, who have pushed over the past several years against extremism and toward a new, optimistic, democratic future, to prevent Daesh from turning their country into another Syria or worse.

Section 1. A declared or write-in candidate in a presidential election may only run as part of one ticket, indicating such in the Candidate Declaration Thread, or through his or her vote in the case of a write-in candidacy. A declared or write-in candidate in a presidential election must have a declared Vice Presidential candidate in order to be a valid candidate.

Section 2. No voter may make any post in the voting booth that is not the voter's ballot, nor make multiple posts in the voting booth. Such action will result in the invalidation of any applicable ballots.

Section 3. Once a ballot has been posted in the voting booth thread, the voter shall have 20 minutes from the posting of the ballot to edit his post as necessary; but no ballot shall be counted as valid which has been edited more than 20 minutes after being posted in the voting booth thread.

Section 4. The candidacy declaration deadline for regular elections to the Senate shall be twenty-four hours before the commencement of the election.

Section 3. Once a ballot has been posted in the voting booth thread, the voter shall have 20 minutes from the posting of the ballot to edit his post as necessary; but no ballot shall be counted as valid which has been edited more than 20 minutes after being posted in the voting booth thread.

Section 4. The candidacy declaration deadline for regular elections to the Senate shall be twenty-four hours before the commencement of the election.

I hereby appoint Ebowed to the position of Emergency Manager for a period that is necessary to hold democratic elections in the Pacific and fill the necessary positions for order to be restored.

After this process is completed, the position will be vacated and will be reappointed/utilized as necessary. With no expressed desire to run for or hold political office in the new Regional government - in addition to his dedication to report on the condition of the Pacific in previous weeks - I believe he will be a great choice to oversee the structure of restoration in the coming days.

   c. For academic education, this includes:
      i. Satisfactory academic progress
      ii. Declaration of a relevant major course of study within a reasonable timeframe depending on the structure of the program.
      iii. Obtaining an internship or other part-time employment in the field by the beginning of the student's third year in the program.

3. Students enrolled in an accredited institution of higher learning and who live in a household with an annual gross taxable income of less than ($150,000 x number of children in the household) will be eligible for loan interest relief.
   a. If a student earns grades in courses required for their declared or intended major that are at least one grade mark (i.e., one-third of a full letter) above the average for that major at that institution, then any federal loans disbursed to them for the following semester will be interest-free.
   b. If a student graduates at the end of the semester in which they earn grades qualifying for relief, then their loans will not accrue interest for the first six months after graduation.

4. All veterans shall have access to vocational, technical, or college education (of up to 5 years) free of charge.

5. $1 billion will be appropriated for the development of vocational programs at public and private universities in Atlasia.
   a. The funds shall be apportioned out on the basis of completeness of proposed programs, unavailability of other such programs in the relevant job market, and need for the relevant profession in said job market.
   b. Any programs set up using these funds must obtain accreditation from a proper authority in a reasonable timeframe. Failure to do so will require that the university pay the funds back to the Treasury.

6. The Republic of Atlasia shall allot an amount not to exceed $5 billion to promote the development of regional school voucher programs.
   a. The program shall be refunded on an annual basis by an equivalent amount indexed to inflation.
   b. The funds shall be disbursed among the regions:
      i. For the first year, based on the school-age population of those regions.
      ii. For subsequent years, based on annual interest and participation within the region.
